EU force the UK to put contracts for defence materials and construction out to tender

UKIP Defence Spokesman, Mike Hookem MEP has branded the decision to import 5,000 tonnes of steel for use in construction of the Royal Navy’s new aircraft carriers, while thousands of British steelworkers face a life on benefits, as “a national disgrace”; saying, “while Labour shout about job losses in the steel industry, their wholehearted support for the EU project reveals their true colours.”

Speaking from the European parliament in Brussels, Mr Hookem said, “While it is infuriating that British warships are now being built with foreign steel, it comes as no surprise.”

He said “EU Directive 2009/81/EC on the award of contracts in the fields of defence and security, states, all measures taken by Member States and contracting authorities/entities must comply with the fundamental freedoms and the basic principles of EU Law; which in short means we cannot build anything for the British military without putting the contracts for materials and construction out to tender across the whole of the EU first.”

He said “While the Labour Party talk the talk when it comes to protecting British steel jobs, they certainly don’t walk the walk. Labour has been very quick to blame the government for the thousands of redundancies in the British steel industry, and in highlighting that our newest warships are being built using foreign steel, but at the same time they are careful not to mention the EU legislation that creates this situation in the first place. For me, the Labour party are just as much to blame for this situation as the government through their wholehearted support for the failing EU project.”

He added “British steel is renowned around the world for its quality and has been used to build Royal Navy ships for generations. It totally staggers me that now due to EU rules we have to lay our own workers off while contracts to supply materials are given to foreign firms.”

He said “This once again proves that we need to vote to leave the EU and reclaim our industry from a dictatorship that is determined to share out the spoils of this once great nation among the favoured members of the EU club.”

Severstal reports Q4 & 2015 financial results

PAO Severstal, one of the world’s leading steel and steel-related mining companies, has announced its Q4 and FY 2015 financial results for the period ended 31 December 2015.

Q4 2015 vs. Q3 2015 ANALYSIS:

Group revenue decreased 16.1% q/q to $1,396 million (Q3 2015: $1,663 million). This primarily reflects a further decline in average selling prices and seasonally weaker sales volumes at Russian Steel. The decline was partially offset by an improved performance within the Resources division.

Despite the group EBITDA margin compressing 2.8 ppts q/q to 28.7% (Q3 2015: 31.5%), it remained one of the highest in the industry. Group EBITDA decreased 23.5% q/q to $401 million (Q3 2015: $524 million);

The net loss of $114 million (Q3 2015: $130 million) reflects a FX loss of $208 million and non-current assets impairment of $173 million. Adjusting for these non-cash items, Severstal would have posted an underlying net profit of $267 million (Q3 2015: $394 million excluding FX losses and non-current assets impairment);

Free cash flow decreased 49.9% q/q to $305 million (Q3 2015: $609 million), while strong free cash flow remained a strategic focus;

Cash outflow on capex of $122 million, 18.4% higher q/q (Q3 2015: $103 million);

Recommended dividend payment of 20.27 RUB per share for the three months ended 31 December 2015.

FY 2015 vs. FY 2014 ANALYSIS:

FY 2015 revenue decreased 22.9% y/y to $6,396 million (FY 2014: $8,296 million) as a result of lower realised prices y/y at Russian Steel and Resources, which was only partially mitigated by an increase in sales volumes y/y;

EBITDA decreased 5.2% y/y to $2,096 million (FY 2014: $2,211 million). The impact of lower deliveries from Resources was partially offset by a further improved performance at Russian Steel driven by operational enhancements, lower input costs and RUB devaluation;

The abovementioned operational improvements drove 6.1 ppts y/y EBITDA margin increase to 32.8% (FY 2014: 26.7%);

FY 2015 net profit of $562 million (FY 2014: net loss of $795 million) was impacted by FX losses on continuing operations of $624 million and non-current assets impairment of $183 million. Excluding these non-cash items, Severstal would have posted a net profit of $1,369 million (FY 2014: net profit of $1,304 million excluding FX losses and non-current assets impairment);

Continued strong improvement in free cash flow at $1,552 million for the FY 2015 (FY 2014: $1,232 million), is in line with the Company’s strategic focus;

?apex of $440 million for the FY 2015 was 43.5% lower y/y (FY 2014: $779 million), reflecting our prudent approach to investments. Severstal’s FY 2016 capex target is RUB 43 billion, subject to FX fluctuations.

Mr Vadim Larin, CEO of JSC Severstal Management, commented “This year we have made further progress in our strategy to be one of the most efficient steelmakers globally, and in an uncertain climate have delivered another set of strong financial results. We have maintained our relentless focus on improving production efficiency at all our business units and have continued to benefit from our asset structure which has underpinned our flexibility and resilience. Despite limited visibility in both domestic and export markets, the company is consistent in the execution of its stated strategy focusing on customer care and product quality improvement, cost efficiency, and investment optimisation. Lay Offs - ArcelorMittal Point Lisas - 498 workers face axe

Trinidad & Tobago’s News Today reported that Point Lisas-based steel producer, ArcelorMittal has served notice on the Steel Workers Union of plans to lay off 498 workers at its Point Lisas Plant effective today until March 13, 2016.

The union has asked Minister of Labour Jennifer Baptiste- Primus to intervene. Mr Ramkumar Narinesingh, Second Vice-President of the SWU, said layoff notices were being distributed to the workers at the gate of the plant as they left and as other workers arrived for their shift.

According to the union, the company sent a letter requesting a meeting last Friday but the union responded with a proposal that the meeting take place this Friday instead. However, the company reportedly said if the meeting did not take place by noon yesterday it would begin the lay-offs. The union said that at 12:15 pm it received the notice of impending lay-off of the workers with a list of names attached. The union says it will consult with its legal representative regarding its next course of action.

Mr Narinesingh said a matter in which the union took the company to the Industrial Court alleging that ArcelorMittal had committed an Industrial Relations Offence in a previous lay-off was still before the court and the court’s instructions were that the status quo should remain the same until the matter is determined

Coal linkages to steel sector India only via auction

The Hindu reported that the Indian government is considering auctioning coal linkages of around 24 million tonnes in the first year and that coal linkages to non-regulated sectors such as steel/sponge iron, cement and aluminium will be provided only through auctions. This was decided on Wednesday by the Cabinet Committee on Economic Affairs which met under Prime Minister Narendra Modi.

Coal and Power Minister Mr Piyush Goyal said that “The auction of coal linkages will be transparent and creates a level-playing field. The auction ensures all market participants have a fair chance to secure the coal linkage, irrespective of their size. It attempts to ensure an optimal allocation of coal across user industries and geographies.”

Mr Goyal said the process of giving coal linkages was not entirely transparent as there were several complaints.

Coal Secretary Mr Anil Swarup said “The exercise for auction will start in seven-ten days. It should take two-three months as happens in an auction to finalise that. Let us put it about April-end, we should be able to put it in operation.”

As per the CCEA decision, all allocations of linkages/Letter of Assurance (LoAs) for non-regulated sector (but excluding fertilizer (urea) sector), including their captive power plants, shall from now on be auction-based. State-owned Coal India Ltd (CIL) and Singareni Collieries (SCCL) will put up 25 per cent of their incremental production during 2015-16 over 2014-15 for auction, according to an official statement. The Supreme Court in August and September 2014 had declared 204 coal mines/blocks allocated since 1993 as illegal on the grounds that the procedure followed was arbitrary. Pursuant to this judgment, e-auction of Schedule II and Schedule III Coal Mines was conducted. The same philosophy of non-discretionary allocation is being extended for the coal linkages as well. This would require CIL to allocate linkages through a market-based mechanism.

MMK’s Mill 5000 sets new plate production record in 2015

OJSC Magnitogorsk Iron and Steel Works announced that its thick-plate Mill 5000 established a new output record of 953.3 thousand tonnes of finished products in 2015. The previous record of 943.4 thousand tonnes was set in 2010.

The unique thick-plate Mill 5000 was commissioned in 2009. President Vladimir Putin took part in the commissioning ceremony. It is the core element of MMK’s thick-plate production facilities, which also includes a secondary refining complex and continuous casting machine No. 6.

The Mill produces high-margin thick plate with width of up to 4,850 mm and strength of up to X120 to be used in the oil and gas industry, as well as ship and bridge building and machinery manufacturing.

MMK supplies steel produced at Mill 5000 to leading pipemakers for major projects being implemented by companies including Gazprom, Transneft and Lukoil. These projects include the Sakhalin-Khabarovsk-Vladivostok, Bovanenkovo-Ukhta and Southern Corridor gas pipelines, as well as the Eastern Siberia-Pacific Ocean and Kuyumba-Taishet oil pipelines.

Fitch downgrades CSN and says that debt restructuring may be unavoidable

According to the latest report in Fitch's 10 report series "10 Most Distressed LatAm Corporates", it is unlikely Companhia Siderurgica Nacional will achieve free cash flow neutrality through asset sales, heightening risk of a debt restructuring within the next 24 months. Mr Phillip Wrenn Associate Director said “Negative pressures on CSN's cash flow are not expected to abate in 2016. If iron prices average USD45 per ton, we are looking at the need for asset sales of around BRL 2.0 billion for the company to be free cash flow neutral in 2016. But we believe monetizing assets in this environment will be extremely challenging."

In another report, Fitch Ratings has downgraded the Long-term Foreign and Local currency Issuer Default Ratings (IDRs) for Companhia Siderurgica Nacional (CSN) to 'B-' from 'B+'. In addition, Fitch downgrades the company's National scale rating to 'BBB-(bra)' from 'A-(bra)'. The Rating Outlook remains Negative. A full list of rating actions follows at the end of this release.

Factored into the rating downgrade is Fitch's view that CSN's capital structure is unsustainable under current market conditions. Asset sales will prove challenging and likely to plug the cash flow gap in 2016 and 2017. With approximately 35% of its total debt attributed to capital market liabilities, CSN could struggle to refinance this debt before it comes due in 2019 and 2020.

Fitch doesn't envision CSN generating consolidated EBITDA at its historic levels of BRL4.5 billion - 6.0 billion in the near term. Iron ore fundamentals are likely to deteriorate further with additional supply coming online from major low cost producers coupled with a slowdown in economic activity in China, and further depreciation in the Chinese yuan. CSN's iron ore operations have benefited from the depreciation of the Brazilian real and the sale of higher grade ore products. However, weakening in the sector going forward will continue to put downward pressure on CSN's mining operations. Based on Fitch's mid-cycle iron ore price assumptions, CSN will generate BRL1.1 billion in iron ore EBITDA in both 2016 and 2017 compared to BRL4.2 billion in 2011 when average iron ore prices were USD170 per ton.

Fitch expects CSN to face a further decline in domestic steel volumes during 2016. CSN will likely continue to compensate for its lost domestic volumes by continuing to export its products overseas. However, the oversupply of steel globally will continue to weigh heavily on the sector resulting in limited domestic price recovery and poor profitability from exports. CSN's decision to temporarily shut down its primary steel making activities at its Presidente Vargas blast furnace should provide some relief to the company's working capital drain in 2016.

Chinese coking coal imports dip by 23% YoY

Australian Business Insider reported that Chinese coking coal imports tumbled in 2015, reflecting weak demand from the nation’s vast steelmaking sector. In December imports came in at 4.45 million tonnes, up 9.2% on November, although the year-on-year rate collapsed by 41.6%. For the entire year imports fell to 48 million tonnes, a decline of 23% on 2014.

Imports from Australia, China’s largest international supplier, fell by 18%, a comparatively strong performance compared to other coal exporters.

Mr Vivek Dhar, mining and energy analyst at CBA, suggests two factors are behind the ongoing decline in import demand. He said “The fall in China’s coking coal imports last year reflects weaker steel output growth, a key driver of coking coal consumption, and rising Chinese coking coal supply, which is displacing the need for metallurgical coal imports.”

Despite the solid jump in imports recorded in December, Mr Dhar believes that Chinese import demand, along with spot pricing, is likely to remain under pressure in the year ahead. He said “In the near-to-medium term, environmental regulations on imports and a new coal rail link between the coal producing province of Shanxi and the steel producing province of Hebei will likely pressure China’s coking coal imports even lower. With demand slowing and traded coking coal markets well supplied, coking coal prices seem poised to remain at these lower levels in the near term.”

JSPL Plate/Steckel Mill back in production at Raigarh

On January 12th, 2016 the JSPL newly furnished mill produced the first hot rolled coil. With the target to overcome some quality limitations of the plant, to increase the productivity up to 1,2 Mtpy, to extend the product mix and to solve some maintenance issues of the mechanical equipment, in July 2013 JSPL awarded Danieli the contract for a major revamping project.

The revamping strategy was to renew the whole mill by installing new motors, stands, downcoilers, etc., whilst minimizing the shutdown times. The modernization was performed during two shutdown in July 2014 and December 2015.

During the first shutdown the machining of the 4-Hi Mill Stand was executed on site and adapting plates “liners” were applied to the existing equipment and piping to allow the mill to continue operating until the next scheduled major shutdown. In December all the new mechanical and L1+L2 automation equipment were installed.

ArcelorMittal, het grootste staalbedrijf ter wereld, heeft vorig jaar een groter dan verwacht verlies geleden van bijna 8 miljard dollar. Het in Nederland aan de beurs genoteerde bedrijf wil 3 miljard dollar ophalen bij aandeelhouders om de schuld te verlagen.

ArcelorMittal had last van de lage prijzen voor staal en ijzererts, de grondstof voor staal. De prijs wordt gedrukt door de grote productie van Chinese staalbedrijven, terwijl de vraag vanuit China juist achterblijft omdat de economie minder hard groeit.

Moeilijk

Door geld op te halen en een belang in een Spaans bedrijf te verkopen, moet eind dit jaar de schuld worden verlaagd tot minder dan 12 miljard dollar.

Ook dit jaar wordt "moeilijk", verwacht topman Lakshmi Mittal. "Het wordt een uitdaging voor China om zijn staalindustrie in te richten op een lagere groei van de economie."

AMSTERDAM (AFN) - - ArcelorMittal versterkt zijn financiële positie door voor 3 miljard dollar aan nieuwe aandelen uit te geven. Daarnaast heeft het staalconcern 1 miljard dollar opgehaald met de verkoop van het belang van 35 procent in Gestamp Automoción, zo maakte het vrijdag bekend.

Topman Lakshmi Mittal en zijn familie steken via de kapitaalverhoging 1,1 miljard dollar in de onderneming en houden zo hun belang op peil. De emissie is verder onderschreven door de zakenbanken Goldman Sachs, BofA Merrill Lynch en Crédit Agricole. De maatregelen zorgen voor een verlaging van de nettoschuld, die daarmee zakt tot onder de 12 miljard dollar.

ArcelorMittal heeft veel last van de fors lagere staalprijzen. Mede daardoor is het afgelopen jaar diep in de rode cijfers gedoken. Onder de streep bleef een verlies staan van 7,9 miljard dollar. Dat is ook te wijten aan afschrijvingslasten van in totaal 4,8 miljard dollar. Een jaar eerder leed het bedrijf een nettoverlies van 1,1 miljard dollar.

Overcapaciteit

,,2015 was een zeer moeilijk jaar voor de staal- en mijnbouwindustrie'', zei Mittal in een toelichting op de vervroegd gepubliceerde cijfers. ,,Hoewel de vraag in onze kernmarkten sterk bleef, verslechterden de prijzen aanzienlijk gedurende het jaar als gevolg van overcapaciteit in China.''

Het staalconcern zag de omzet afgelopen jaar kelderen van 79,3 miljard naar 63,6 miljard dollar. De brutowinst (ebitda) kwam uit op 5,2 miljard dollar, 2 miljard minder dan in 2014. In het vierde kwartaal zakten de opbrengsten van 18,7 miljard naar een kleine 14 miljard dollar. Het nettoverlies was met 6,7 miljard dollar ongeveer zeven keer zo groot als in het laatste kwartaal van 2014.

De staalverschepingen gingen vorig jaar met 0,6 procent omlaag tot 84,6 miljoen ton. Het bedrijf maakte verder bekend voor 2016 op een ebitda te rekenen van meer dan 4,5 miljard dollar. In die prognose is geen rekening gehouden met een verbetering van de huidige marktomstandigheden, aldus ArcelorMittal.

ArcelorMittal kondigde een emissie aan van 3 miljard dollar en gaf naast de miljardenemissie aan dat in 2015 een nettoverlies werd geleden van 7,9 miljard dollar. Dat was ook te wijten aan afschrijvingslasten van in totaal 4,8 miljard dollar. Een jaar eerder bedroeg het verlies onder de streep 1,1 miljard dollar.

De prestaties van het staalconcern over het vierde kwartaal noemde Commerzbank, dat een buy-advies heeft, solide bij een geruststellende prognose voor 2016.

ING noemde in een rapport de bekendmakingen van ArcelorMittal ,,negatief''. De bank hanteert evenals Commerzbank een koopaanbeveling. Beleggers konden de bekendmakingen van ArcelorMittal evenmin waarderen. Het aandeel stond vrijdag omstreeks 09.35 uur 8,2 procent lager op 3,38 euro.

ArcelorMittal geeft voor $3 mrd aan aandelen uit

AMSTERDAM (Dow Jones)--ArcelorMittal (MT.AE) gaat voor $3 miljard aan aandelen uitgeven en verkoopt een belang in Gestamp Automoción voor EUR875 miljoen om zo de schuld terug te brengen, na een stevig verlies in het vierde kwartaal als gevolg van de lage staalprijzen. Dat meldt het staalconcern vrijdag.

De familie van CEO Lakshmi Mittal zal voor $1,1 miljard inschrijven op de emissie. Samen met de opbrengst van het belang in Gestamp moet hiermee de nettoschuld terug worden gebracht, die eind december $15,7 miljard bedroeg.

ArcelorMittal behaalde in het vierde kwartaal een nettoverlies van $6,7 miljard. Over heel 2015 bedroeg het nettoverlies $7,9 miljard. Het concern nam een afwaardering van $4,8 miljard over heel 2015.

De operationele winst (EBITDA) kwam in het vierde kwartaal uit op $1,1 miljard.

Het bedrijf maakt tevens nieuwe herstructureringsplannen bekend die tot structurele EBITDA besparingen moeten leiden van $3,0 miljard. ArcelorMittal wil geen dividend uitbetalen over 2015.

ArcelorMittal wil schuld terugbrengen door miljarden emissie

AMSTERDAM (Dow Jones)--ArcelorMittal plant een claimemissie en zal het minderheidsbelang in het Spaanse staalbedrijf Gestamp verkopen om de schuldenlast van de onderneming terug te brengen. Dit maakte de staalreus vrijdag voorbeurs bekend, tegelijk met de vervroegde publicatie van de kwartaalcijfers.

"2015 was een erg moeilijk jaar voor de staalsector en de mijnbouw", aldus CEO Lakshmi Mittal, die benadrukte dat een "sterke" vraag in de kernmarkten teniet werd gedaan door "significante" prijsdalingen vanwege de overcapaciteit in China. Om de onderneming aan te passen aan de zware marktomstandigheden zijn volgens Mittal "rigoureuze" kostenbesparingsmaatregelen doorgevoerd waardoor de nettoschuld op jaarbasis licht is teruggebracht, ondanks een "fikse" daling van het bedrijfsresultaat.

ArcelorMittal wil $3 miljard ophalen door middel van een claimemissie. De familie Mittal, goed voor een belang van circa 37% in de staalreus, zal voor een bedrag van ongeveer $1,1 miljard in de claimemissie participeren.

Daarnaast kondigde het bedrijf de verkoop aan van een belang van 35% in het Spaanse staalbedrijf Gestamp voor circa $1 miljard aan. De transactie wordt naar verwachting eind juni 2016 afgerond.

ArcelorMittal leed in 2015 een nettoverlies van $7,9 miljard, onder meer door afschrijvingen ter waarde van $4,8 miljard en een buitengewone last van $1,4 miljard door afschrijvingen op inventaris. De nettoschuld bedroeg per ultimo 2015 $15,7 miljard, terwijl dit eind september 2015 nog $16,8 miljard was.

Bij de cijfers over het derde kwartaal van 2015 gaf ArcelorMittal al een lang verwachte winstwaarschuwing af. In plaats van een bedrijfsresultaat (EBITDA) van $6,0 miljard tot $7,0 miljard, gaf de staalreus aan voor 2015 te mikken op een bedrijfsresultaat van $5,2 miljard tot $5,4 miljard. Daadwerkelijk kwam het bedrijfsresultaat uit op $5,2 miljard.

Verder schortte ArcelorMittal het dividend op.

ArcelorMittal kondigde een nieuw reorganisatieplan aan, bovenop de bestaande plannen, dat in 2020 moet leiden tot een structurele verbetering van het bedrijfsresultaat van ongeveer $3,0 miljard. Na het volledig realiseren van deze plannen voorziet de staalreus een vrije kasstroom van meer dan $2,0 miljard per jaar.

Voor het lopende jaar rekent de onderneming bij het aanhouden van de zware marktomstandigheden op een bedrijfsresultaat van meer dan $4,5 miljard. De outlook verdisconteert niet de mogelijkheid van aantrekkende marktomstandigheden.

Op een groen Damrak sloot ArcelorMittal donderdag 10,7% hoger op EUR3,69.

Forse emissie voor ArcelorMittal - Market Talk

AMSTERDAM (Dow Jones)--De claimemissie van $3 miljard van ArcelorMittal (MT.AE) is omvangrijker dan voorzien. Dit zei analist Joost van Beek van Theodoor Gilissen Bankiers vrijdag in een reactie op de plannen van de staalreus om de schuld te verlagen.

De analist voorziet als gevolg van de claimemissie een "flinke verwatering" optreden. Positief noemde Van Beek evenwel dat de familie Mittal ook deelneemt, waardoor de onderneming "niet volledig afhankelijk is van externe aandeelhouders".

Van Beek constateerde verder dat de resultaten van ArcelorMittal de afgelopen periode nog verder onder druk zijn komen te staan, maar ook dat het staalconcern "geen halve maatregelen" neemt.

De komende weken zullen meer details over de claimemissie worden gecommuniceerd en krijgen aandeelhouders te horen tegen welke korting zij kunnen deelnemen, waardoor er op korte termijn sprake zal zijn van "koersdruk", aldus van Beek.

Theodoor Gilissen Bankiers hanteert en Niet Aanbevolen advies en het koersdoel is momenteel onder herziening. ArcelorMittal sloot donderdag nog krap 11% hoger op EUR3,69.

ArcelorMittal geeft zichzelf financiele ruimte, maar risico's blijven - Market Talk

AMSTERDAM (Dow Jones)--Staalbedrijf ArcelorMittal (MT.AE) heeft meer ruimte voor zijn financiele convenanten als gevolg van de claimemissie van $3 miljard en de verkoop van het belang van 35% in het Spaanse bedrijf Gestamp. Maar er blijven risico's. Dat zei Seth Rosenfeld van Jefferies. Volgens Rosenfeld begint ArcelorMittal door zijn opties heen te raken en blijft er de mogelijkheid bestaan dat de wereldwijde staalmarkten verder verslechteren. Tegen de huidige spotprijzen voor staal zou de verhouding nettoschuld/EBITDA pro-forma dalen tot 2,2 als gevolg van de emissie. De limiet staat op 4,5. Jefferies hanteert een underperform advies met een koersdoel van EUR3. Omstreeks 11.15 uur noteert het aandeel 6,3% lager op EUR3,45, terwijl de AEX met 0,4% stijgt.
