SMS Digital & Voith Cooperate to Push IIOT Platform Development

Voith and SMS digital, the digital subsidiary of SMS group, announced plans to bundle competencies in platform development. The aim of the cooperation is to offer platform services for their industrial Internet of Things solutions. The two companies are joining forces to digitalize business with smart applications and efficiently share development resources and competencies. The joint platform provides both companies the opportunity to use new applications across different industries in the other’s worldwide core markets and speed up the development process of customer-relevant applications. For example, SMS digital can introduce its digital product Smart Alarm more efficiently in Voith's core markets and the process industries. Meanwhile, SMS benefits from Voith’s OnCumulus apps designed for production efficiency enhancement and asset management.

While most of the platform services are industry-independent and can be jointly used by both companies, some that are app- or industry-specific, will be reserved for the respective company. The customer gateways MyVoith and mySMS still remain the central and cross-sector contact points for customers, partners and suppliers of each company. Additionally, these gateways serve as company-specific access points to the respective IIoT applications. The platforms and applications are accessible via all common mobile devices.

Building on deep domain knowledge in their respective industries, both the Voith Group and SMS group make effective use of these competences, developing highly efficient digital applications specifically for their customers’ needs. Both companies share not only this common background, but also a common vision. Dr Benedikt Hofmann, CTO Voith Digital Ventures said that “Together, we provide platform solutions and technologies for the digital age that offer real added value to our customers.”

Prof. Dr-Ing. Katja Windt, Member of the Board of Management, SMS group GmbH said that “SMS digital identifies and develops innovative products for the metals industry and we are very pleased to have the opportunity to take a further step in the digital transformation of key global industries together with Voith.”

Trump Trade War - Fabricated Steel Tariffs to Hit US Solar Industry

The solar industry is getting no rest from the aggressive trade policies of the Trump Administration. On the morning after the July 4 holiday weekend, the US Department of Commerce announced a preliminary determination which could affect racking and tracking systems makers, including those who suffered less consequence from earlier rounds of global tariffs on steel & aluminum. That’s because the global Section 232 tariffs on steel and aluminum largely pertained to unfinished steel products, whereas tracker makers and construction contractors revealed to pv magazine that many of the tracking systems which increasingly dominate the large-scale solar market involve more highly processed steel products.

And that’s what Monday’s decision by the Commerce Department focuses on: various kinds of fabricated structural steel parts from Canada, China and Mexico, which together represented USD 2.2 billion worth of imports into the United States last year.

Much to the relief of the Canadian steel industry, Canadian structural steel was found to have received minimal levels of the kinds of subsidies that are prohibited under international trade rules, and as a result will likely suffer no tariffs.

However Chinese and Mexican producers did not get off so easy, with Department of Commerce assigning 30%-177% in preliminary subsidy rates to Chinese steel makers, and 0-74% to Mexican steel makers. Together, these two nations exported a full USD 1.5 billion in structural steel products to the United States last year.

In both cases, the highest subsidy rates (177% and 74%) were reserved for those companies that did not respond, and a full list of these can be found in a fact sheet on the Department of Commerce website. And while no tariff rates have been set at this time, trade authorities will now begin collecting deposits on these products when they come into the United States from China and Mexico.

Liberty Primary Steel Produces Innovative Rails for Australian Rail Track Corporation

Liberty Primary Steel and the Australian Rail Track Corporation have worked hand-in-hand to produce a unique rail shape for the federal government's USD 1 billion Inland Rail project. The AUD 31 million contracts to supply the steel rail required for the next section of the project was secured by Liberty Primary Steel, which already supplies widely for projects across ARTC's rail network. An initial 6000 tonne batch of the new steel rolled off the Whyalla production line in late May for the section of Inland Rail between Narrabri and North Star and delivery to northern New South Wales began on June 17.

Inland Rail CEO Richard Wankmuller said the new rail was designed by ARTC teams and the final shape was further refined in conjunction with Liberty, and was manufactured at the Whyalla Steelworks. Mr Wankmuller said that "Whyalla is a big part of Australia's rail history and their steel underpins thousands of kilometres of ARTC's existing network around Australia. We are preparing for the next stage of construction on Inland Rail on the Narrabri to North Star section pending all Federal and State Government project and associated approvals. This high-quality steel by Liberty will be used for reconstruction of the existing track, construction of a new section of rail line at Camurra and level crossing works, among other things."

Liberty General Manager Commercial Carol-Anne Nelson said that "As we seek to transform our business, it's vital we develop and grow our product range to cater for an evolving market, working closely with our customers to create customised, premium solutions. It is exciting to be supplying such an innovative product, particularly to this landmark 'nation-building' project which will also create additional employment and industry opportunities in regional communities right across Australia, including Whyalla."

Russia Drags US to WTO for Antidumping Measure on Steel

Russia has initiated a dispute in the World Trade Organization against US dumping duties on carbon-quality steel. WTO said that "The Russian Federation has requested WTO dispute consultations with the United States concerning the continued application of US anti-dumping duties on imports of carbon-quality steel from Russia. Russia believes that the measures at issue are inconsistent with various provisions of the WTO's Anti-Dumping Agreement. Measures introduced by the United States appear to nullify or impair the benefits accruing to Russia directly or indirectly under the Anti-Dumping Agreement and GATT.”

The letter said that "Russia reserves the right to raise additional factual and legal issues, and to address additional measures and claims regarding the above matters, in the course of the consultations and in any request for the establishment of a panel.”

The request for consultations formally initiates a dispute in the WTO. Consultations give the parties an opportunity to discuss the matter and to find a satisfactory solution without proceeding further with litigation. After 60 days, if consultations have failed to resolve the dispute, the complainant may request adjudication by a panel.

Japan's Crude Steel Output in July-September Quarter to Rise 0.9% YoY - METI

Japan’s Ministry of Economy, Trade and Industry estimated that crude steel output to be 25.89 million tonnes in the July to September quarter compared with 25.65 million tonnes a year earlier. The previous four quarters all posted year on year declines. The nation's crude steel output for the April to June period is forecast to have fallen to 25.82 million tonnes from 26.56 million tonnes a year earlier.

Mr Noriyuki Kuroda director of metal industries division at METI said that the forecast for the July to September period is 0.3% higher than the previous quarter's output when steelmakers made some production adjustments to cut mounted local inventories.

Japanese steelmakers are enjoying healthy demand from the construction sector amid higher public spending to build stronger infrastructure to mitigate damage from disasters, but a series of technical troubles have prevented them from producing as much steel as they had planned.

Demand for steel products, including those for exports, in the July to September period is expected to rise 0.8% compared with a year earlier to 23.01 million tonnes, the ministry said, citing an industry survey.

In the July to September quarter, exports, which typically account for about 40% of Japanese steel production, are predicted to rise 1.7% from a year earlier while they are expected to increase 4.2% from the previous quarter.

Severstal’s Cherepovets Steel Mill Implementing Long Term Upgraded for Infrastructure Facilities

Severstal Russian Steel division’s Cherepovets Steel Mill has launched a large-scale program for upgrading infrastructure facilities. The main areas of work were the replacement of lifting mechanisms, energy and electrical equipment, automotive and railway equipment, automation and communication systems, machine tool fleet.

In 2019, there are 16 crane projects with a total cost of more than 2 billion rubles, and in the next 5 years, until 2024, the company expects to replace about 42 more units. At the same time, most of the equipment will be manufactured by the Machine-Building Center SSM-Tyazhmash

A video surveillance program is also continuing at the Cherepovets site of Severstal. This year it is planned to install 600 cameras, next year another 1,300. Video surveillance is necessary to monitor the operation of the equipment and its maintenance. The data from the cameras are transmitted to the equipment condition monitoring service, where on-line specialists monitor its operation and report on the risks of shutdowns or technological incidents. In addition, on the already installed cameras, we are implementing projects on technical vision.

One of the update strategy programs is to replace transformers. At the same time, the company not only replaces outdated equipment with new ones, but also refuses to incorporate transformers. They contain a filler that is not environmentally safe. So, in 2019, we started replacing 9 transformers. About 600 million rubles will be allocated for these purposes. For 10 years it is planned to replace more than 150 pieces of equipment.

Another direction was the renewal of the special equipment park, in particular, the rolling stock for the transportation of products. New gondola cars, platform cars, dump cars and locomotives themselves will be purchased. For example, in 2019 Severstal plans to buy 6 locomotives, more than 300 million rubles will be allocated for this. In total, over the next 10 years, the company will upgrade 75 cars.

ArcelorMittal Italia Ordered to Shut BF 2

ArcelorMittal Italia, after Taranto Public Prosecutor ordered a production halt at BF 2 at its Taranto plant, said that it is studying the court's notification, assessing technical aspects and hopes to keep the furnace open. It is understood that the closure decision has been taken by the Italian Public Prosecutor following the release of evidence from appointed technicians that the BF 2 does not comply with operational safety standards.

ArcelorMittal said the issue dates back to 29 July 2015, when, following a fatal accident, the Taranto public prosecutor ordered the seizure of the blast furnace. The furnace was effectively seized by the Italian authorities in 2015, having operated since that time under a special accord between the Italian government, Ilva, the troubled former owner of the Taranto works, and Ilva's administrators, on the condition that improvements would be undertaken at the installation.

Blast furnace number 2 at the Taranto works has a design capacity of 2 million tonnes of hot metal but is currently working with a production target of 1.5 million tonnes.

Only BF No 1 was working without any problem at the Taranto It has been working with a crude steel production target of 1.2 million tonnes.

Axis Bank to Knock SC Doors on NCLAT Order on Essar Steel

PTI reported that Axis Bank also joined State Bank by going public with its displeasure on the recent NCLAT judgment putting secured creditors at par with the operational creditors. Axis Banks managing director and chief Mr Amitabh Chaudhry told “The NCLAT order does beg the question if this is how the proceeds will be shared, then secured creditors will ask why is the need to go to the IBC and not wait for liquidation. It is still unclear on what is the formula which was adopted by the NCLAT while approving ArcelorMittal’s INR 42,000-crore bid for the bankrupt flagship company of the Ruias-led Essar Group, which gave operational creditors equal status as the secured lenders.”

Mr Chaudhry said the banks will exercise their right of taking the matter to the Supreme Court and hoped clarity can emerge in the matter from the apex court.

WTO Drops US Mexico Canada Metal Tariff Disputes

The World Trade Organization has formally closed the book on four disputes between the US and its North American neighbors that stemmed from the Trump administration's national security tariffs on imported steel and aluminum.

In two separate complaints filed with the WTO in June 2018, Canada and Mexico claimed that the US duties of 25% on steel imports and 10% on aluminum imports were inconsistent with provisions of the WTO's General Agreement of Tariffs and Trade and with the WTO's agreement on safeguards. China, the EU, Norway, Russia and Turkey also filed requests with the WTO challenging the US tariffs on similar grounds, which are ongoing.

The US in May reached an agreement to remove the Section 232 tariffs on steel and aluminum imports from Canada and Mexico without imposing quotas to cap imports at a certain level. As part of the deal, the countries have agreed to implement measures to prevent imports of steel and aluminum that is unfairly subsidized or sold at dumped prices and prevent the transshipment of such steel and aluminum between countries.

Punjab Association Urges Steel Minster to Curb Volatility in Steel Prices

The Tribune reported that Federation of Punjab Small Industries Association has written to Union Minister of Steel Mr Dharmendra Pradhan that since last two years the steel manufacturing and consuming industry is in big trouble due to the average daily fluctuation is 1-2 percent ion of steel prices in the country. FOPSIA president Mr Badish Jindal said “Earlier a cartel was managing the prices of steel by issuing daily SMS alerts and secondary steel companies were forced to maintain their prices as per the SMSbut it was finally stopped with the help of police and judiciary. Now, many other future commodity exchanges are issuing daily steel prices on the apps. They issue prices for main three secondary steel producing cities, including Gobindgarh, Ghaziabad and Raipur. In last one month, they showed fluctuations in the prices upto 15 per cent.”

He said “They keep the price as per their profit making tendency as they book steel in advance on higher prices and bring down its prices near supply dates. Their daily fluctuation in steel is from 1-3 percent, which means around INR 400- 1,200 per tonnes per day. The secondary steel companies in India are forced to keep their prices as per the daily index prices of these commodity exchanges. So, they have reduced steel prices to around INR 4,000 per metric tonnes during last one month.”

He wrote “Whereas the primary steel companies announce their prices as per the decision of Indian Steel Alliance, an association of big primary steel plants. Even today the difference between primary and secondary steel is more than INR 7,000, which is around 20 percent of the steel cost. This is badly affecting the steel manufacturing and steel consuming industries. The steel sector is already in red category and its huge losses will increase trouble for banks, revenue and steel consumers.”

ArcelorMittal Italia Lawyers Studying Judgment to Avoid Furnace Closure

ANSA reported that ArcelorMittal's lawyers are studying initiatives to avoid the closure of the second blast furnace at the former ILVA steel plant ordered Tuesday by Taranto prosecutors. The attorneys said have started "studying hypotheses" of initiatives, possibly together with the consortium that took over ILVA last year.

Unconfirmed sources said a request could be filed to suspend the prosecutor's order although the company has not issued any further comments following the prosecutor's order.

The order, which concerns one of the plant's three blast furnaces, was issued in connection with the 2015 death of a worker there. The Taranto plant, which is being cleaned up and revamped to save jobs and ease cancer-linked pollution, is the biggest in Europe.

Redcar MP Anna Turley Calls for Action Over Steel Industry at Debate

The Northern Echo reported that a NORTH-EAST MP called on the Government to keep ‘Britain at the forefront’ of the world’s steel industry at a debate on the industry’s future. Redcar MP Anna Turley said she had called for action to prevent a re-run of the crisis that was felt on Teesside, following the closure of Redcar Steelworks in 2015. Ms Turley, who said she was not just “fighting” for the 700 British Steel workers on Teesside, but for the industry, said the hard closure of Redcar Steelworks was a devastating demonstration of what happens “when the industry is failed”. She also urged the Government to keep the country at the centre of the world’s steel industry by backing the 'world-leading' Materials Processing Institute on Teesside.

At the Westminster Hall debate, she said that “Yet again we are here in another steel crisis whilst steelworkers are sat at home hoping and praying they still have a salary to provide for their families. I am here today not just to fight on behalf of the 700 British Steel workers on Teesside, but also because of what happened to us in Redcar in 2015.”

She added that “The average salary in Redcar is down GBP 10,000 a year, many have had to move away to find work – I met a worker a month ago who has had 13 different jobs since losing his job at the steelworks. This is the kind of insecurity and economic disaster we have if the Government does not stand by our steel industry.”

Speaking about the institute, which develops research on new materials, steel processing and technology for companies across the world, Ms Turley said that “We can’t beat China and others on price but we can on lighter, stronger, and greener steel.

Trump Trade War - Safeguards Secured for Sault Steel

Sault Online reported that Mr Terry Sheehan, Member of Parliament for Sault Ste. Marie, is pleased that Sault steelworkers will be protected by new safeguard legislation for Canada’s steel industry. MP Sheehan said that “Our government worked together, as Team Canada, to get American tariffs on Canadian Steel removed. As the next step, these safeguards give the federal government room to quickly protect steelworkers, including those in the Sault.”

This legislation, Bill C-101, allows the imposition of safeguard measures on imports which were previously subject to safeguards. It gives the federal government the flexibility needed to stabilize Canada’s market, and further protect Canadian workers and producers in the steel industry from the harmful effects of substantiated surges in imports.

Mr Bill Morneau, Minister of Finance, said that “workers, and the families and communities they support, need to know that their jobs will be safe in the long term, even as countries around the world continue to rethink their approach to trade. They want to know that their government will be there for them, if and when they need us to step up again. That’s exactly what we’ve done with Bill C-101.”

The Government is closely monitoring the import situation and stands ready to take appropriate action should there be evidence that a surge in steel imports may be harming Canadian workers and producers.
