Tinecké železárny win lucrative contract worth 15 billion crowns

Radio.cz reported that the T?inecké železárny steelworks has won a lucrative contract worth 15 billion crowns for a project of railway route construction in Azerbaijan, the company’s CEO Jan Czudek revealed after a visit by the Czech head-of-state Miloš Zeman. The president reportedly helped seal the deal during a recent visit to the former Soviet country.

Firms within the Moravia Steel - T?inecké železárny group are already taking part in a project repairing a railway route via Azerbaijan, the steelwork’s spokeswoman Petra Jurásková said. Some 300 kilometres have been completed, she added, while another 600 kilometre stretch is being worked on now. The Czech president has promoted the continuation if a section leading through rugged mountain terrain to the border with Iraq. On Tuesday, the company management today acquainted President Zeman with the history and future of the company as well as with its investments, both past and planned, the head of production ?eslav Marek confirmed. The company will reportedly invest 11 billion crowns over five years. According to the Czech News Agency, the company invested almost 23 billion crowns, 6.9 billion of which went to environmental projects. The company claims it meets all environmental limits but according to reports nevertheless ranks among the biggest pollutants in the region. T?inecké železárny netted 3.048 billion crowns last year, almost three times more than in 2013. Its sales grew by almost 2.5 billion crowns to more than 38 billion. The company employs more than 6,900 people. Its output last year reached 2,540 kilotons of steel. Almost two-thirds of its output is exported abroad. T?inecké železárny is the sole shareholder is parent company Moravia Steel of billionaire Tomáš Chrenek.

Oil and gas rich Azerbaijan has a formidable trade surplus with the Czech Republic. Last year its exports surged to value 39 billion crowns, up from 26.9 billion crowns in 2013. Czech goods going in the other direction came to 2.4 billion last year, down by around a billion crowns from the 2013 level. Oil is the overwhelming factor in business relation, around a third of the Czech’s still substantial consumption of oil is supplied by Azerbaijan. Zeman reflected the fact with a tour of one oil terminal. More generally, the EU, which also runs a big trade deficit with Azerbaijan, has been able to shrunk the deficit over the last three or four years. But low worldwide oil prices for Azerbaijan threaten its flow of orders for foreign firms. The country’s 2015 budget was based on an oil price of US 90 dollars a barrel. For most of the last months it has been around two-thirds or around half that level.

The Czech president joked at the end of his official visit that any of the Czech businessmen who did not bring back contracts from Azerbaijan should commit suicide. Tangible business results of the official trip are now beginning to crop up – so some can breathe a sigh of relief.

Other firms interested in business there include the Czech aircraft producer Aero Vodochody made a big play to land orders for the new generation of its L-39 training jet. The firm has some advantage from the fact that 24 of the older L-39s are already in service in the country with Aero Vodochody providing general maintenance and repairs. Aero already has around 20 firm orders for the new model and has a target for producing around 25 aircraft a year if a solid volume of orders can be built up. ]

China to finance steel projects in Iran

Iran Daily reported that the Chinese are going to finance seven major industrial projects in Iran on steel production. Speaking to Tasnim News Agency, CEO of the Iranian Mines and Mining Industries Development and Renovation Organization Mr Mahdi Karbasian said an Iranian bank has finalized arrangements for the letters of credit for financing the seven projects by the Chinese companies.

He said “After tight business talks in Iran and China, the Chinese agreed to make a 1.8-billion-dollar investment in the steel production projects.”

Last week, Karbasian made it clear that IMIDRO would not confine itself to attracting Chinese financiers alone, but has launched talks with Europeans as well. Mr Mahdi Karbasian also said “If the Chinese offer appropriate price and quality, they can definitely be among our future partners in the industrial projects.”

In recent years, China has financed many Iranian projects, especially in the oil and petrochemical industries.

ArcelorMittal to build auto grade steel tube mill in Mexico

BNAmericas reported that ArcelorMittal announced an USD 11.1 million investment in its steel tube plant in Mexico. The steelmaker plans to construct an additional tube mill and install processing equipment at its facility in Monterrey, Nuevo León state, to supply straight and formed tubes for automotive seating and head rests.

The products will be electric resistance welded tubes ranging from 11-165mm in various steel thicknesses and grades.

Construction is expected to conclude in early 2016. Existing facilities in Monterrey include three tube mills.

The investment comes despite pressure on Mexico's steel sector from falling prices and cheap Chinese imports, which have led to at least 10,000 job losses.

Strong growth in Mexico's automotive sector, which primarily supplies the US and Mexican markets, underpins the investment, the company said. Luxembourg-based ArcelorMittal is the world's biggest steelmaker.

US Steel to idle Keetac taconite plant laying off 210

Associated Press reported that another 210 workers at the Keetac taconite plant could face layoffs as US Steel plans another full idling of the facility. The company has issued Worker Adjustment and Retraining Notification notices about the idling and advised that layoffs could begin on or after Oct. 11.

US Steel cited market conditions as one reason for the idling.

The Star Tribune reports the potential layoffs could last up to six months, adding to the 412 workers laid off when the plant was idled this summer.

The news comes as the United Steelworkers union and US Steel are negotiating a new labor contract. The current contract expired September 1, but employees are working under the old contract while bargaining continues.

The Iron Range has seen 1,100 temporary layoffs since March.

Malaysian MITI completes preliminary anti dumping probe on PPGI from China and Vietnam

Bernama reported that the Malaysia’s Ministry of International Trade and Industry has completed the preliminary anti dumping investigation on the imports of steel coils from China and Vietnam. In a statement Thursday, MITI said under Section 23 of the Countervailing and Anti-Dumping Duties Act 1993, it found there was sufficient evidence to continue with further probe on the importation of pre-painted, painted or colour-coated steel coils (PPCCSC) from the alleged countries.

The petition was filed by FIW Steel Sdn Bhd on behalf of the domestic industry producing PPCCSC, who alleged the Chinese and Vietnamese imports were cheaper than the selling price in the domestic market of the alleged countries.

It said “The government has decided to impose a provisional measure, which shall be in the form of provisional anti-dumping duties guaranteed by a security equivalent to the amount of the dumping margin determined in the preliminary investigation. Provisional anti-dumping duties, from 5.68 per cent to 52.10 per cent, will be applied on imports from the alleged countries and shall be effective not more than 120 days from the date of the government gazette.”

MITI said based on the findings of the investigation, a final determination would be made no later than Jan 23, 2016.

Interested parties could have the access to the non-confidential version of the public report on the preliminary determination by submitting a written request to MITI.

UK steel makers seek British government help

UK steel manufacturers will urge the government to take steps to protect the industry in the face of what they describe as a perfect storm. UK Steel says rising competition and falling prices are damaging firms. The call for action comes days after Thai steel firm SSI halted production at its Teesside plant due to falling demand, putting 2,000 jobs at risk. Among other measures, UK Steel wants the government to lower business rates and relax emissions targets.

In a statement it said "The UK steel sector is vital to the success of manufacturing, employing 30,000 well-paid and highly skilled people, often in areas with higher-than-average unemployment. In 2013 it made a £9.5bn contribution to the UK economy and had a GBP 4.9 billion export value."

During its conference in London on Thursday, UK Steel is expected to outline a number of steps which the government can take in the short-term to demonstrate its commitment to the UK steel industry. UK Steel, which is part of the manufacturing trade body EEF, is urging the government to encourage the use of British-produced steel in major infrastructure projects.

It also asked the government to consider relaxing rules on emissions targets for manufacturers - which UK Steel said would cost the steel industry £500m by 2019. A spokesperson for UK Steel told the BBC that the government's business rates are much higher than competitors' in France and Germany - sometimes up to 10 times higher.

UK Steel also said that bills for industries heavily reliant on energy usage were too high and that a review of these rates - announced in the Budget - should be brought forward.

The call comes days after business minister Anna Soubry said that, because of strict EU rules, the government is "limited" in what it can do to help the ailing Teesside steel plant owned by SSI. About 2,000 jobs are under threat and unions say they have not been told what the current pause in production means.

SAIL starts planning a new 3 million tonne HSM at RSP on priority

Economic Times reported that Steel Authority of India Limited has lined up a CAPEX of INR 7,500 crore for FY16 as part of its Vision 2025'plan that aims to raise hot metal capacity to 50 million tonne in the next 10 years. SAIL's optimism comes amidst a general sense of despondency in the domestic steel sector.

Mr Rakesh Singh, secretary (steel) who is holding additional charge as chairman of SAIL said, while addressing the company's 43rd annual general meeting in New Delhi on Thursday said “Even while Vision-2025 for the company is being given final shape, action on some of the key projects in this road map have been initiated. Work on installation of a state of the art 3.0 million tonne per annum Hot Strip Mill at Rourkela Steel Plant has started. The mill will help produce high quality hot rolled coils including high strength API grades, auto body grades and other special value added steels.”

Primetals Technologies to supply bar mill to Amreli Steels in Pakistan

Primetals Technologies has received an order to supply a bar mill to Amreli Steels Ltd., a rebar steel producer based in Karachi, Pakistan. The rolling mill is designed to produce around 400,000 metric tons of reinforcing steel and round bars every year. The new bar mill will more than triple the production capacities of Amreli Steels Ltd., which will put it in a good position to meet the demands of increasing construction activity in Pakistan. The finished products will meet national and international standards. The bar mill is scheduled for commissioning in early 2017.

Malaysia ends anti-dumping probe into CR stainless steel imports

Malaysian Insider reported that Based on paragraph 23(2)(b) of the Countervailing and Anti-Dumping Duties Act 1993, the Malaysian government has decided to terminate its investigation into the importation of cold-rolled stainless steel (CRSS).

The Ministry of International Trade and Industry (Miti) said in a statement "We found that there is no material injury on the domestic industry in Malaysia producing the like product that can be reasonably linked to the importation of CRSS in coils, sheets or any other form with a thickness of not more than 6.5mm and width of not more than 1,600mm classified under the Harmonised System Code.”

On April 28, 2015, the government initiated an anti-dumping investigation based on a petition filed by Bahru Stainless Sdn Bhd on behalf of the domestic CRSS-producing industry.

Miti said the petitioner alleged that CRSS originating in or exported from Chinese Taipei, France, Hong Kong, Japan, China, Finland, Indonesia, South Korea and Vietnam was being imported into Malaysia at a price much lower than the price in the domestic market of the alleged countries.

Hutchinson invests in steel rollers for wind turbine tower production

Liverpool Echo reported that Speciality engineer Hutchinson has invested GBP 250,000 in adding the ability to roll steel with precision to its Widnes facility. Hutchinson Engineering, on Everite Road, will use the technology to shape metal for the company’s range of wind turbine towers.

The first projects using the rollers were completed immediately after installation and many more are due to follow in the coming weeks and months.

Hutchinson built the extra functionality into its site, which required strengthening the property and lowering part of a floor so that it could manage quality control in-house.

Sertom Bull 30/50 rollers were bought by Hutchinson following a thorough research project and the machinery will be handle S355 stainless steel up to 42mm thick and over 3m wide.

Hutchinson’s business development director Neal Scrivener said: “The purchase and installation of the Sertom rollers is another sizeable investment by Hutchinson, but bringing the production in-house is the best way to guarantee work is completed to the very highest standards. The level of skills our engineers hold and the precision equipment we have invested in cements our position as the leading British manufacturer of wind turbine towers.”

The firm has been involved in engineering for more than three decades and specialises in wind turbine towers, producing hundreds of structures since 2007 for companies such as Evance, Xzeres Wind, Nova Wind, Harbon, Quiet Revolution, Bergey and Kingspan.

Earlier this year, Hutchinson installed a grit blast facility at a cost of £500,000 and recruited five new employees, which followed an investment of more than £2m last year in a new factory with 25 new staff to expand its wind turbine capabilities.

Steel consumption to fall in 2015 on weak demand in Chile

Chilean apparent steel consumption in 2015 is expected to decline by 9 percent, year-on-year, as a result of the weak demand in the domestic market, the nation’s steel institute, ICHA, said last week. According to the trade group, Chile should consume 2.5 million mt of steel in 2015.

ICHA said a retake of the country’s steel consumption could happen in 2016, but only if there are investments from the private sector. “As for 2016, if investments from the private sector take place, we believe the apparent consumption of steel could recover and maybe grow between 2 and 3 percent,” Juan Gutierrez, executive director at ICHA, said.

As most Latin American economies, Chile has also felt the impact of the massive steel imports from China.

ICHA said about 50 percent of the steel Chile consumes will come from China.

Forecasting a similar apparent steel consumption in 2015, Chile’s metal-mechanic industry association, Asimet, said that out of the 2.5 million mt of steel the South American country should consume, 62 percent will consist of imported steel, while the other 32 percent will be provided by the local industry.

Asimet estimated long steel consumption in 2015 to reach 1.4 million mt, while flat steel consumption should total 1.12 million mt.

As a result of the challenging competition with Chinese steel, local producer CAP Acero halted the production of long steel in 2013 as it couldn’t compete with the imported material from China. The halt in the operations resulted in the loss of 1,100 jobs.

Struggling British Steel makers say Business Minister failed to stand up to China

The Mail reported that Business Minister Anna Soubry has been accused of failing to stand up to China over its dumping of cheap steel in the UK as a plant in Redcar stands on the brink of closure. Soubry had pledged to raise the issue on her visit to Beijing with George Osborne last week.

Steel imports from China have quadrupled in four years and steel makers have criticised the Chancellor for inviting China to invest in the HS2 rail link, fearing China will flood the UK with cheap steel as a result.

Mr Gareth Stace, director of industry body UK Steel, said “We need to find out exactly what Soubry said, but I fear it was a mumble no one hear.”

The Government said Soubry had raised the problem and had ‘started a dialogue’ on the subject. Officials said they did not know how Soubry’s comments were received or when the issue would next be raised.

Bolivia developing Mutún iron and steel complex project alone

After struggling to find a partner for its Mutún iron and steel complex in the region of Santa Cruz, Bolivia announced this week it will develop the project alone, without the help of a foreign partner. According to Bolivian president, Mr Evo Morales, the country will now assume the project, which includes the construction of a direct reduced iron (DRI) unit, as well as pellet, laminating, oxygen and thermal power plants.

The government had expected to complete the project by 2025 in three different phases.

Jindal Steel and Power was a partner with Bolivia in the Mutún iron ore project, which is part of the Mutún complex. In 2007, Jindal acquired the rights to explore the Mutún iron ore mine, which has nearly 40 billion mt of the commodity and 10 billion mt of manganese. However, the company gave up on the 50/50 partnership in 2012, citing a lack of support from president Evo Morales.

Later in April this year, the Bolivian government sent an invitation to seven Chinese companies to establish a partnership for its Mutun steel project in the region of Santa Cruz. The prospective Chinese companies that could partner with Bolivia’s government in the project included Complant Mechanical, China Railway, China Aluminum International, Sinosteel Equipment, CIPMIEC–Catie Group, Capital Engineers and China CAMC.

Salzgitter CEO sees eventual merger with Aurubis

Reuters reported that Germany's second-largest steelmaker Salzgitter could one day merge with copper smelter Aurubis, in which it holds a 25 percent stake. Salzgitter's CEO Heinz Joerg Fuhrmann told Euro am Sonntag newspaper that “I could well imagine that Aurubis and Salzgitter could one day become a single company.

He said “There would be industrial logic to such a move, such as the joint development of industrial processes in future, and there are precedents for multi-metal companies.”

However, Fuhrmann ruled out a merger with peer ThyssenKrupp, saying the negative impact on locations and employee morale would be bigger than any positive synergy.

Fuhrmann also said Salzgitter's goal was to earn profits that would allow it to raise its dividend but he gave no details.

Odisha based sponge iron plants staring at dead end

DNA reported that it was a boom for five years. With high profit margins, easy availability of iron ore and coal, and better logistics, Odisha became a hot seat for sponge iron industry in India during 2005-2010, leading to mushrooming of sponge iron units – 95 of them. However, a mining ban coupled with increasing iron ore prices and reducing margins has virtually reduced this industry to almost half today.

Most of the 60 standalone sponge iron units have a total debt of over INR 500 crore, with a unit having an average bad loan between INR 10-20 crore, says a sponge industry insider on condition of anonymity.

Odisha Sponge Iron Manufacturers Association (OSIMA) says that when the units were set up, the loan was given at the interest rate of 12-14% and many units managed to repay them. But when the recession and mining ban started hitting the industry, they had to take loans again.

A person said "Out of the total cost of sponge iron, 60-70% goes to the landing cost of the raw material, while we have only 40-30% fund for operating our units. The problem started in 2010 when profits started reducing. In 2012, profit dropped to zero and in 2014, we were in debt."

Industry pundits predict that the industry would see some respite with the iron ore mining, but the damage has been done and the industry has hit a dead-end. "Only a revival plan with strong boost of investment, infrastructure and market regulation can save the industry," said a Ficci official.

In Odisha, sponge iron plants are divided into three clusters – Rourkela with 45 plants, Keonjhar with 25 plants and Jharsuguda/Sambalpur with 15 plants.

Indian iron ore pellet makers seek government support

Business Standard reported that Indian iro ore pellet makers struggling to keep operations afloat in the domestic market are banking on government support in the form of a cut in export duty and railway freight cost to make exports viable.

Mr ND Rao, President, Pellet Manufacturers’ Association of India said, “Pellet makers have to be from the country since pellets cannot compete with iron ore lumps. The Government of India needs to fine-tune its policies for exports by removing export duty and reducing railway freight for pellet transport. Today, only shore-based pellet makers like KIOCL and Essar Steel are finding exports viable due to logistics advantage.”

He suggested the introduction of a safeguard duty for pellet makers on the lines of the one for stee makers to counter the upsurge of imports from China.

PMAI had earlier moved the Finance Ministry to remove the 5% export duty and instead, impose levy of at least 15% import duty on iron ore lumps.

Pellet prices were ruling at INR 6,000 –6,500 a tonne compared to lumpy ore available in the range of INR 3,000 –3,500 per tonne. Cheaper imports of pellets from China in the price band of INR 4000 –4,500 a tonne had compounded the woes of pellet manufacturers.

Against the nationwide installed capacity of 83 million tonne per annum, pellet manufacturers were operating at barely 30-35% of their rated capacity.

BaoSteel Zhanjiang BF No 1 ignited

Baoshan Iron & Steel Co has started production at its new project in China’s southern port city of Zhanjiang even as steel prices plunge amid sluggish demand in the country, which is facing its slowest pace of economic growth in 25 years.

The No 1 blast furnace of the project, designed to have an annual capacity of 4.1 million tonnes of hot metal, was ignited September 25

The project will be fully operational a year later with an expected annual crude steel production of 8.75 million tonnes

It usually takes three to six months of trial production before a new steel mill begins commercial operation.

Iranian iron ore exports to reduce as domestic steel production rises

Reuters reported that Iran's iron ore exports may stop from 2019 due to low prices and as it consumes more of the raw material in its bid to more than triple steel production by 2025. Mr Keyvan Jafari Tehrani of Iron Ore Producers and Exporters Association of Iran told Reuters on the sidelines of an industry conference in the Chinese city of Qingdao “From 23.6 million tonnes in 2013, Iran's iron ore shipments are likely to drop to 15-16 million tonnes this year and to less than 10 million tonnes by 2017. And maybe from 2019 onwards, there will be no quantity to export from Iran.”

Iran exported 22 million tonnes of iron ore in 2014, the ninth biggest in the world, according to data from the International Steel Statistics Bureau. But that was just a fraction of the 754 million tonnes from top shipper Australia.

Iran's exports of the bulk commodity to China fell nearly 50 percent to just over 8 million tonnes in January-August, based on Chinese customs data.

Iran also needs more iron ore at home as it plans to lift steel output to 55 million tonnes by 2025 from 16.3 million tonnes last year. That goal would need 159 million tonnes of iron ore a year, with last year's production only reaching 45 million tonnes.

Data from IROPEX and Iran's state-owned mines and metal holding company IMIDRO put the country's iron ore reserves at 5.2 billion tonnes.
