ISSDA renews call for using stainless steel in railway bridges

Business Line reported that following the collapse of a foot over bridge near Mumbai CST, the Indian Stainless Steel Development Association, has emphasized the importance of using the best material available for such common infrastructure. Mr KK Pahuja, President ISSDA, said “There is an urgent need for choosing the best material for a safe and maintenance-free infrastructure. We appeal to the local civic authorities and the departments concerned to adopt stainless steel in all infrastructure projects, as it would enhance lifecycle and durability.”

He said that ISSDA is ready to provide all support in the form of technical know how and hand holding to the government and civic authorities in this matter.

As per industry data, around 135,000 rail bridges exist in India, of which about 25% are over 100 years old and need immediate replacement. Though more than 1,000 bridges are rehabilitated every year, there is a huge backlog in rebuilding these bridges.

Tata Steel orders 2 CDQ systems for Kalinganagar Steel Plant from Nippon Steel & Sumikin Engineering

Nippon Steel & Sumikin Engineering Co Ltd announced that it has received an order for two large-scale coke dry quenching systems from Tata Steel Ltd, jointly with its subsidiary company Nippon Steel & Sumikin Engineering India Pvt Ltd. The CDQ systems, each capable of processing 200 tons per hour, will be installed at Tata Steel's Kalinganagar steel plant as part of its phase 2 expansion plan.

The CDQ systems ordered feature the same processing capacity as the No 1 CDQ system completed by NSENGI in February 2017 for the phase 1 construction of the steel plant, and they are the largest in India. As CDQ systems become larger in scale, it becomes increasingly difficult to maintain uniform cooling performance and the same level of efficiency. NSENGI has made considerable efforts to develop CDQ systems with improved cooling efficiency, and boasts an outstanding track record of delivering numerous large-scale CDQ systems around the world. To date, NSENGI has consistently executed its CDQ projects without any major disruptions or failures, including the No 1 CDQ system mentioned above and its systems operating around the world have demonstrated exceptional reliability. These past successes have been rated highly and led to the latest order from Tata Steel.

NSENGI will leverage its strengths in environmental and energy-saving technologies cultivated in the Japanese steelmaking industry by actively marketing its CDQ systems in India, where environmental issues are becoming more pressing as a result of rapid economic and industrial growth. Going forward, NSENGI will build a solid foundation in India by further enhancing NSEI's business structure, while continuing to promote the growth of India's steel industry and help local steelmakers save energy and reduce CO2 emissions through increased adoption of CDQ systems.

1 Coke Dry Quenching (CDQ) CDQ systems use an inert gas inside a cooling tower to cool red-hot coke that has been dry distilled in a coke oven. The sensible heat of red-hot coke, which previously has been dissipated, is recovered as steam with a boiler. These systems have been attracting considerable attention in recent years for three benefits they offer: less amount of dust generated when cooling coke, reduced CO2 emissions through power generation by steam, and improved quality of coke suited to use in a blast furnace. In India, installation of CDQ systems has recently become mandated from the perspective of the environment as in China.

RINL to commission forged wheel plant in UP by September - CMD

Business Line reported that Rashtriya Ispat Nigam Ltd is set to commission its forged wheel plant project at Rai Bareilly in Uttar Pradesh by September. RINLCMD Mr PK Rath said “The steel alloy plant would supply wheels to the Indian Railways and it would result in import substitution.”

He also said that RINL would also shortly sign an MoU with KIOCL to set up a pellet plant here.

He also said RINL was supplying steel to the mega Polavaram project, being built on the Godavari at Polavaram in West Godavari district in Andhra Pradesh and also to other projects in the country, including the Statue of Unity in Gujarat in memory of Sardar Patel, the Rohtang tunnel and metro rail projects in different parts of the country.

British Steel secures new Catalonia rail contract

British Steel has secured a new contract to supply high quality rail for track renewals in Catalonia. The agreement for R260 rail is with network operator Ferrocarrils de la Generalitat de Catalunya FGC and it comes a short time after we secured contracts with RFI, Network Rail, Infrabel and Translink. Mr Richard Bell, British Steel Commercial Director Rail, said “We’re delighted to have secured this new contract with FGC. Delivering with a short lead time is a great benefit to our customers and we look forward to supplying FGC with the high quality rail synonymous with the British Steel name.”

NCLAT gives 30 days to Liberty to pay for Adhunik Metalliks acquisition

ET reported that an appellate tribunal has given Liberty House 30 days to make an upfront payment of INR 410 crore towards its acquisition of Adhunik Metalliks. Liberty House has failed to make payments towards its acquisition of distressed alloy and specialty steel manufacturer after being approved by the CoC as the highest bidder. A two-member bench of the National Company Law Appellate Tribunal led by Justice SJ Mukhopadhyaya said “We allow the appellant Liberty House Group another 30 days to make upfront payment in terms of the resolution plan.”

Liberty House has also failed to make payments for Amtek Auto after making a successful bid of INR 4,200 for the company.

Hot metal spill at Shitalpur Auto Steel Mill in Bangladesh injures 6

BD News24 reported that 6 workers have been burnt in an accident while melting iron at a steel mill in Chattogram’s Sitakunda. The accident occurred at the Shitalpur Auto Steel Mill early on Saturday. Scrap from old ships was melted down at the factory and the molten iron suddenly spilled and injured six workers.”

Two of the workers were allowed to go home after receiving first aid, but the four others were sent to Dhaka for treatment.

Fire breaks out at Hulas Steel Industries in Nepal

The Himalayan Times reported that fire broke out at Simara-based Hulas Steel Industries in Jitpur-Simara Sub Metropolitan City-1 of Bara district in Nepal on Saturday afternoon. The fire started at 12:15 PM at the area where scraps of the factory are stored. Police said, the fire began from a spark that was generated while breaking down iron with the use of gas. It was brought under control after around 45 minutes with the help of personnel from Nepal Police, Armed Police Force, workers at the industry, and fire-brigades of Jitpur-Simara Submetropolis and Nepal Oil Corporation.

Details of the damage are in the process of being determined, said Police Inspector at the Area Police Office, Simara, Subas Hamal.

Charity Steel announces expansion plans in Riverside

News Aegis reported that the St Clair County Economic Development Council announced that Charity Steel, a metal alloy service center that offers bar, plate and tubing, is expanding to Riverside. The USD 4 million expansion will include corporate offices and a 40,000 square foot facility that will be home to 35 new employees over the next three years. Josh Coleman, President of Charity Steel, said “We are extremely excited about our expansion and being a part of the Riverside and St Clair County community.”

US Steel releases photos of repairs at Clairton Coke Works after fire

Tribune Live Daily reported that with repairs said to be coming together ahead of schedule, US Steel on Friday released photos showing some of the damage and repairs to the Clairton Coke Works facility following a Dec 24 fire. A photo taken Dec 31, 2018, shows exterior damage to the roof of part of the facility, along with a photo dated March 8 showing subsequent repairs. Other photos show what US Steel describes as repairs to piping and other equipment inside the facility.

The Dec 24 fire resulted in damage to control rooms where equipment used to clean coke oven gas is housed.

Earlier this month, US Steel announced that the desulfurization systems, processes used to clean coke oven gas and remove substances like sulfur dioxide, or SO2, which can irritate the eyes, nose and throat, should be 100% operational by April 15, a month ahead of schedule.

That announcement came shortly after the Allegheny County Health Department issued an enforcement order on Feb 28 against the Clairton facility, along with the Edgar Thomson Plant in Braddock and Irvin Plant in West Mifflin, citing air quality violations.

Danieli to construct steel plant in Morocco

Morocco World News reported that Danieli will construct a steel plant in Jorf Lasfar, one of the biggest ports in Morocco, on the Atlantic coast southwest El Jadida. Naming some of its industrial packages, the company said that the new plant will include “EAF Q-Melt Suite with MELT MODEL system, LINDARC off-gas laser system, Q-REG+ electrode regulation system, Q-EBT Sand for automatic EBT sand refilling, and THOR 3K, the Danieli automatic EAF de-slagging door.”

The company said that the new plan will produce 800,000 tpy of 130×130 – 200×200 mm billets.

Iran’s steel production up by 8% in 11 months - IMIDRO

Iran Daily reported that Iranian steelmakers cast 19.604 million tonnes of crude steel in the first 11 months of the current Iranian year (March 21, 2018-February 19, 2019) which registered an eight-percent growth compared with the corresponding period last year. Iranian Steel Producers Association released a report showing that the production of steel products showed a 13-percent growth during the 11 months as billet and bloom output stood at 12.958 million tonnes, while that of slab reached 9.738 million tonnes

Hot-rolled coil has the lion’s share of finished steel production with 7.277 million tonnes, up 3% YoY. It was followed by rebar with 7.102 million tonnes, up 24% YoY. Production of cold-rolled steel coil stood at 2.34 million tonnes, up 14 percent, while the production of coated coil with 1.272 million tons observed a nine-percent fall.

Arjas Steels to help youth get jobs

The Hans India reported that Gerdau Steels India, re-christened as Arjas Steel, is running a Skill Development Centre to train youngsters and make them employable in steel and automobile industries etc. Arjas Steels Mr Sridhar Krishna Murthy told The Hans India “It has a team of skill development experts who are training fresh graduates into employable ones by upgrading their skills.”

Those trained by Arjas can also get employment in Kia Autombiles.

Mr Sridhar also told The Hans India that the company is planning to increase its production by 1 lakh tonnes and once that happens, the company will be able to generate jobs.

The steel-making capacity is to the order of 3 lakh tonnes per annum. At present, the company is producing 2.6 lakh tonnes of steel products. Now with boosting of marketing prospects due to the arrival of Kia Motors, the plant capacity would in future be increased to 3.5 lakh tonnes.

RoK steel companies eye investment in Vietnam

SGGP News reported that the Vietnam Chamber of Commerce and Industry has recently unveiled that many steel firms from the Republic of Korea (are planning their investments in Vietnam. Jung Won Bae, Chairman of S&M Media, a RoK mass media organisation that specializes in steel and nonferrous metals, said Vietnam is received significant attention from RoK steel enterprises for its political stability compared to other emerging economies.

Amid the US China trade war, RoK steel producers operating in China want to move their facilities to avoid the US’s tariff targeting China.

Vietnam’s steel market is forecast to be in good shape during this year’s first quarter despite high prices, said the Vietnam Steel Association.

GMS Market Commentary on Shipbreaking in Week 11 - FINELY POISED!

Markets remained under pressure this week, with very little change reported that could affect the status quo. As Bangladesh continues to fill up and gradually run out of keen & capable end Buyers, India continues to suffer extreme volatility in local plate prices and Pakistan rounds off the sub-continent markets while it rests out of the reckoning. Surprisingly, despite everything going on that would suggest that the sub-continent markets are entering a dull and vegetative state, several fixtures over the last couple of weeks make it seem as though we may be finely poised for an upwards surge (unless a sharp decline crushes all of the seeming optimism from various Cash Buyers).

Indeed, several large LDT, speculative-level sales have been concluded since the week of TradeWind’s conference in Hong Kong, as industry players convened to discuss all matters ship recycling related. Yet, the reported levels from recent sales certainly do not reflect today’s reality on the ground, with prices yet to jump in order to satisfy the excessive and seemingly unattainable breakeven levels of these fixtures.

On the flip side, local fundamentals seem to suggest that prices are more likely to arrow down in the short term, with cheap steel imports from Iran and elsewhere affecting Pakistan and steel plate prices remaining perilously volatile in India. As a result, Bangladesh has seen most of the market tonnage head their way and it is simply impossible for Chattogram Buyers to keep the market propped up to the extent they have, for far too much longer.

So far this year, over 10 Capesize bulkers and 10 Panamax sized containers (all over 20K LDT) in addition to some of the larger VLOCs converted from VLCCs (of about 40K LDT), have all been committed for recycling, such is the ongoing predicament on charter rates in these particular sectors and more is reportedly set to follow during the course of the year

As a result, it may be wise to urge some caution moving forward, as weak freight markets and bullish demo levels can only mean a continued glut of vessels hitting the market, which is only going to put further downward pressure on prices in the months ahead.

Uncertainty about global growth hits metal prices

Reuters reported that most industrial metals prices fell on Friday as uncertainty about trade talks and global growth outweighed Chinese plans to use government levers to underpin growth. News of a tax cut for China's industrial sector sent zinc prices and spreads lurching in Shanghai.

Premier Li Keqiang promised broad policy steps to prevent a sharper slowdown for the world's second-biggest economy, the biggest consumer of base metals.

Mr Xiao Fu, head of commodity market strategy at Bank of China International in London said that “I think that has helped to stabilise the sentiment and calm the market, but there is still some macro uncertainty lingering, so we're not seeing a massive rally in the metals prices. Although the trade talks are progressing, we still don't know the outcome and there's some worry about the general weaker global GDP outlook.”

Benchmark aluminium on the London Metal Exchange fell into the red and traded down 0.7 per cent to USD 1,890 a tonne in official open outcry activity. It earlier touched USD 1,914, the strongest since March 4.

Zinc prices fluctuated wildly and Shanghai Futures Exchange spreads ballooned after Li said a planned cut in value-added tax on China's manufacturing sector, which includes non-ferrous metals, would take effect from April 1. Some speculators on the ShFE had previously bet that the planned cut in VAT would be implemented on May 1, increasing the backwardation on metals, including copper and aluminium.

The backwardation between the March and April ShFE copper contracts spiked to over 1,000 yuan a tonne, the highest since May 2014, after Li's comments. The spread between April and May, previously in a steep backwardation, immediately flipped into a deep contango.

NCLAT gives conditional nod to ArcelorMittal’s resolution plan for Essar Steel

Financial Express reported that National Company Law Appellate Tribunal has accorded a conditional nod to ArcelorMittal’s INR 42,000-crore resolution plan for Essar Steel. A two-member bench, headed by justice SJ Mukhopadhaya, said the acceptance of the resolution plan submitted by ArcelorMittal will be subject to its final order in the appeal filed by the Essar Steel promoters and Standard Chartered against the move. It also said there is no stay on disbursal of the funds among financial and operational creditors of Essar Steel. Bench said “We are not going to interfere with the approved resolution plan. There will be no setting aside of the approved order on the ground of discrimination in the distribution of funds. If there is indeed any discrimination, we will redistribute it.”

The NCLAT will hear the matter again on March 27.

To deal with the issue of discrimination, the NCLAT said it would deal with some questions pertaining to law like, whether a guarantor could be grouped in the same bracket as that of a financial creditor and whether a distinction could be made in the categorization on the basis of related or non-related party among operational creditors.

The NCLAT also asked the Insolvency and Bankruptcy Board of India (IBBI) to file a reply on the average pay out on the distribution of funds between financial and operational creditors in the approved resolution cases so far.

Must learn lessons from developed nations to ensure human safety – Mr Suri

Experts, expressing concern at collapse of foot over bridge near Chhatrapati Shivaji Maharaj Terminus railway station in Mumbai, have termed the technical dishonesty on part of the concerned officials of BMC as worse than terrorism. Mr Yatinder Pal Singh Suri, Chairman Process Plant and Machinery Association of India & MD of Outokumpu India, said “While we spend so much time criticizing terrorism, why such failures are not treated in same manner. When will the government become serious about punishing dishonest public servants who do not follow policy guidelines and take technically incorrect decisions citing lack of funds as a reason. As Mumbai is a coastal area and prone to Corrosion, various experts have stressed on the need of use of corrosion resistant sustainable materials including Stainless steel reinforcement while constructing bridges and infrastructure in coastal areas including Mumbai.”

Mr Suri said "Corrosion mitigation is a national mission with full support from our Prime Minister which is amply demonstrated through his slogan of Zero Effect and Zero Defect. Sincere efforts of steel ministry to introduce life cycle cost aspects with use of sustainable materials in construction in government projects which led to amendments in General Finance Rules 2017 which mandates use of sustainable products in our project tenders. Therefore the technical teams in Highways and Railways must abandon their preference for commercial considerations which generally means compromising on technical grounds. The selection of the right stainless steel materials will eliminate corrosion in a given corrosive environment. The new BIS code also mandates selection on the basis of corrosive levels of the operating environment.”

Mr Suri added "We must learn lessons from developed nations to ensure human safety and provide robust and corrosion free solutions in infrastructure to our countrymen. Tragedy like yesterday would have been averted if Stainless Steel structural products would have been used in the bridge, which crosses rail line and busy roads. Countries including USA, New Zealand, Australia and UAE have made it mandatory to use stainless steel reinforcement in coastal areas for marine structures including bridges. Stainless steel reinforcement re-bars are emerging as an excellent sustainable solution for the concrete bridges in coastal and hill areas. The stainless steel reinforcing bars provide long life into concrete structures especially in the hills, coastal areas, ports, airports, bridges, high rise buildings and water treatment plants as these bars do not ever corrode and thus concrete failure due to spalling is avoided.”

CMI to supply a Continuous Annealing Line to JSW Steel Coated Products Vasind

JSW Steel Coated Products Ltd has placed an order with CMI Industry Metals, for the supply of a continuous annealing line to be erected at its Vasind Works. This new line will produce 0.5 million tonnes year of annealed steel. The supply scope includes all essential components of the annealing line designed by CMI, such as the two pay-off reels, a roller-seam welding machine, vertical multistage cleaning section, vertical entry accumulator, low-energy all radiant tube fire annealing section (incl. CMI's patented Blowstab® cooling system), intermediate accumulator, 6 Hi SPM, exit accumulator and inspection stand, rotary shear and two tension reels. The CAL is scheduled to start operation by the beginning of 2021.

The line is designed for strips in the thickness range between 0.25 mm to 1.5 mm and widths of up to 1570 mm. It is to produce a wide variety of grades, including C.Q, HSLA-440, DQ, NOSP, and HSLA-590. The process runs continuously at 300m/min, while the entry and exit sections reach 450m/min and 500m/min respectively.

The new high-quality line is to help JSW to improve its competitive position and to capture additional market share, in a growing domestic high end steel market. With this order JSW underlines its commitment to enhance its share of high value added steel products dedicated for the construction industry.

Tokyo Steel keeps rebar and H Beam prices unchanged

Reuters reported that Tokyo Steel Manufacturing Co Ltd announced that it would keep its steel product prices unchanged in April amid soft overseas prices and slower local demand due to a shortage of labour and some materials. This is the fourth straight month the company kept prices unchanged for all of its steel products, including its main H-shaped beams. For April, prices of steel bars, including rebar, will remain at JPY 69,000 (USD 619) a tonne, while H-shaped beams will also stay at JPY 89,000 (USD 798) a tonne.

Tokyo Steel MD Mr Kiyoshi Imamura told reporters “Overseas steel markets, which plunged late last year, seem to be recovering after the Chinese Lunar New Year holiday. But domestic construction demand remains a bit sluggish due to higher inventories and delays in some projects because of shortage of labour and some materials.”
