PSM appeal against tariff panel decision on anti dumping of HR steel dismissed

The Tribune reported that Pakistan’s anti-dumping appellate tribunal has dismissed an appeal of Pakistan Steel Mills against a decision of the National Tariff Commission that refused to impose anti-dumping duty on imports of hot-rolled iron and steel products from China.

PSM filed the appeal after the National Tariff Commission rejected its application seeking levy of anti-dumping duty on cheaper imports of hot-rolled products.

After examination and assessment of the accuracy and adequacy of evidence and information provided by PSM in the application under Section 23 of the anti-dumping ordinance, the commission had arrived at the conclusion that there was insufficient evidence of injury to the domestic industry due to alleged dumping and it could not justify initiation of an investigation.

According to an implementation report submitted to the Economic Coordination Committee in its meeting on May 7, the tariff commission argued that the injury to PSM was caused by factors other than dumping such as over-employment, unavailability of gas and energy, extraordinary high production cost, operating expenses, etc. In view of these reasons, the commission rejected the PSM application.

The ECC was also informed that the appeal filed by PSM against the tariff commission’s decision had also been turned down by the anti-dumping appellate tribunal.

During the deliberations, it was revealed that no petition pertaining to anti-dumping duty was pending in the National Tariff Commission for adjudication. The ECC also told the commission that no such applications should be left undecided at their end.`

Plaid Cymru hit back at First Minister's lack of funding claim for Excalibur Steel's bid for Tata

Wales Online reported that Excalibur Steel, the company behind the management employee buyout bid for Tata Steel, has not yet raised the money to finance its plans, First Minister Mr Carwyn Jones claimed but Mr Plaid Cymru hit back saying his comments have undermined Excalibur Steel's bid for the Indian conglomerate's UK business, which employs 6,000 directly in Wales.

Mr Plaid said it was common practice for bidders not to have all their finances in place at this stage of a complex bidding process.

Following his comments in the Assembly and Mr Plaid's criticism the Welsh Government put out a statement clarifying that any bids and their finance raising, were strictly confidential and ultimately a matter between Tata and the bidders.

Speaking in the Assembly before flying out to Mumbai to talk with Tata executives later, Mr Jones has said "I think the management buy-out option contains a lot of technical expertise but has not yet raised the money.”

However, it is unclear how Mr Jones has arrived at this position on Excalibur's funding position.

ArcelorMittal steel chosen for earthquake-resistant high-rise in Manila

An earthquake-resistant luxury apartment complex in the Philippines will feature 700 tonnes of ArcelorMittal steel. Known as the “Imperium Tower”, the 63-storey residential high-rise in Metro Manila is being built using HISTAR® 460 sections produced by ArcelorMittal Europe — Long Products’ mill in Differdange.

Jean-Claude Gerardy, senior project sales manager, said: “Steel is a popular choice for construction projects in areas prone to earthquakes. HISTAR® steel provides structural resilience and ductility, satisfying the needs of designers for light and economical structures which also meet safety and sustainability criteria”.

Located in one of the world’s most severe seismic zones, the tower – designed by architects CallisonRTKL – is not only earthquake-resistant, but boasts a pool and fitness facilities, recreational space, and mini theatre.

Set to become a landmark in the desirable Capital Commons area, the Imperium features angled windows that ensure unobstructed views of the horizon and nearby park.

The Imperium is expected to be completed in 2018.

American structural engineering firm Magnusson Klemencic Associates (MKA) are the masterminds behind the tower’s earthquake-resistant structure, which uses a methodology called “Performance-based seismic design” (PBSD), as president Don Davies explains “By using PBSD and non-linear modeling techniques it’s possible to better simulate the behaviour of a structure under strong seismic ground motions, or strong winds. This allows us to better predict how a building will perform, and propose solutions that put materials where they are more efficient for their intended purpose”.

The building’s stability and strength is enhanced by connecting the building’s central concrete core with perimeter columns featuring HISTAR® steel rolled shapes, which provide increased column strength while allowing column size to be reduced by as much as 50% compared to all-concrete columns. Reducing column size enables a greater ratio of useable floor space per unit, helping to offset other costs.

MKA engineers also specified the use of buckling restrained braces (BRB) to absorb energy from an earthquake in a ductile and predictable way.

Weer verlies Tata door Chinees staal

IJMUIDEN (AFN) - Tata Steel heeft voor het tweede kwartaal op rij rode cijfers geschreven. Het Indiase bedrijf had last van een overaanbod aan goedkoop staal uit China, waardoor de prijzen onder druk staan. Ook noteerde het afschrijvingen op zijn Europese activiteiten.

De Europese tak, die bestaat uit het voormalige Hoogovens in IJmuiden en een deel in het Verenigd Koninkrijk, zag zijn productie van vloeibaar staal in het vierde kwartaal van het gebroken boekjaar teruglopen tot 3,4 miljoen ton. Dat was een jaar eerder nog 3,9 miljoen ton.

Met name staalbedrijven uit China, Rusland, Zuid-Korea en Japan kampen met een terugvallende vraag in eigen land. In plaats van de productie te beperken wordt het staal voor bodemprijzen op de markt gedumpt. Vooral De Britse tak van Tata lijdt daaronder. De Britse divisie werd mede daarom in de etalage gezet.

Indien iemand de Engelse taal niet voldoende machtig is moet het maar voor eigen risico door Google Translate halen. Anders wordt Voda aangekeken op een juiste vertaling en dat kan toch niet de bedoeling zijn.

Beursblik: nieuwe anti-dumping maatregelen Brussel gunstig voor ArcelorMittal

Onderzoek naar dumping mogelijk uitgebreid naar extra landen.

De Europese Commissie zal mogelijk aanvullende maatregelen nemen om het dumpen van staal tegen te gaan. Dit schreven analisten van Berenberg woensdag.

Volgens de Duitse zakenbank heeft brancheorganisatie Eurofer een verzoek ingediend bij de Europese Commissie om het onderzoek naar het dumpen van warm gerold vlak staal uit te breiden naar Turkije, Rusland, Brazilië, Iran en Oekraïne. Brussel heeft 40 dagen te tijd om te beslissen of zij aan dit verzoek gehoor geeft.

"Maatregelen van de EU kunnen zwaarder en vlotter worden doorgevoerd", zo stelden de analisten van Berenberg. Vooral het besluit van Tata Steel om de Britse activiteiten van de hand te doen vanwege vooral het gebrek aan maatregelen tegen de import van goedkoop Chinees staal, heeft Brussel volgens de marktvorser aan het denken gezet.

Indien de Europese Commissie besluit tot extra maatregelen dan zal ArcelorMittal, net als Salzgitter, hier volgens Berenberg het meest van profiteren. Beide fondsen staan op de kooplijst van de zakenbank.

SSAB introduces latest steel products Hardox and Strenx in UAE

TradeArabia News service reported that SSAB, a leading Nordic and US-based steel company, recently held a roadshow in the UAE to introduce its latest product lines, Hardox and Strenx, to customers in the region. The company held informative seminars across Abu Dhabi, Ras Al Khaimah, Fujairah and Al Ain.. It also presented key enhancements and advantages that different grades of Hardox steel bring to the cement, concrete and crusher industries, it said.

Attended by the company’s fleet, maintenance and operations personnel, the events also gave insights on SSAB’s Strenx product line, which is a high performance steel used in the marine and construction industry.

Globally recognised for hardness, toughness and weldability, Hardox is a family of abrasion resistant steel grades with application ranging from demolition tools, mining and quarry equipment to industrial machinery and usage in other wear-intensive environments, said the statement.

According to SSAB, Hardox 600 provides about 600 per cent greater service life than mild steel (or three times longer than the famous Hardox 450) in iron ore mining environments, and a 500 to 600 percentage improvement over mild steel when working with waste rocks.

Apart from this, its superior impact toughness and guaranteed hardness through thickness also play an essential role in increasing product life, while enhancing operational efficiency. The Hardox range is also workshop friendly, and is easily machinable, bendable and weldable, and is available in the form of bars and tubes, it said.

Cement industry is another key area where the Hardox range can add significant value. Specifically, Hardox 600 is highly suited for various cement industry applications such as the mould for concrete bricks, feeders and hoopers, chutes, hammers and louvre rings. With high impact toughness and greater cost efficiency, the product line can help cement manufacturers reduce downtime and improve profitability, it stated.

SSAB’s product lines are supported locally by UAE-based Hardox Wearparts service centre, which helps in building customised solutions and supporting customers’ applications with dedicated after sales and maintenance requests when using Hardox or Strenx plates, it said.

Malaysia Steel Works returns to profit in Q1

Bernama reported that Malaysia Steel Works (KL) Bhd returned to the black in the first quarter ended March 31, 2016 to post a pre-tax profit of RM6.37 million against a pre-tax loss of RM9.90 million in the same quarter last year. It said “The increase was mainly due to the higher sales volume, margin and forex gain.”

Revenue however declined to RM318.01 million from RM325.39 million previously, it said.

Moving forward, the company said the prices and margins of the its steel products are not expected to revisit the unprecedented lows of the second half of 2015. It said "This will augur well for the strengthening of the company's finances.”

9,000 to lose jobs in steel manufacturing companies in Ghana - Association

Ghana Web reported that domestic steel manufacturing companies say they will have no choice but to shut down due to cheap imports and killer electricity tariffs. Local steel factories employ nearly 9,000 workers, comprising 3,000 workforce in the mills and 6,000 indirect workers, representing scrap collectors and dealers, transporters, etc.

In a position paper to the government, the Steel Manufacturers Association of Ghana called for the imposition of 25% special levy on imported finished steel products, in addition to 20% import duty, to protect the local industry, as well as concessional power tariff, which at the moment constitutes 34% of their cost of production. According to them, the proposal to impose 25% special levy on steel imports, in addition to 20% import duty, is in line with a similar strategy adopted by Nigeria to save their dying steel industry.

The association said the imposition of a higher tariff will protect workers in the steel industry, which falls in line with the Trade Ministry’s import substitution strategy to foster growth of the steel industry.

If the steel companies which recycle locally available scrap metals into iron rods shut down, the country will be importing not less than USD 125 million worth of steel products annually, with its attendant consequences on the stability of the cedi.

Local steel companies have an installed capacity of 450,000 tonnes per year, which is more than the local demand of 300,000 tonnes per annum; therefore the decision to allow imports raises questions about the country’s commitment to industrialisation, which is key to economic growth.

IMG to review security of Essar Steel's iron ore slurry pipeline

PTI reported that an Inter Ministerial Group will review the security of Essar Steel’s iron ore slurry pipeline, which supplies treated ore from its plant in Bailadila to pellet plant in Visakhapatnam, this month.

An official said “Although in last six months, disruptions in the pipeline have come down, but the ministerial group wants to take up the case with Andhra Pardesh and Chhattisgarh to find a long-term security solution to this.”

Essar Steel has built an 8 million tonnes per annum iron ore pellet plant in Visakhapatnam to cater to pellet requirement of its steel plant in Hazira, Gujarat. The plant gets an assured supply of iron ore from the beneficiation plant at Bailadilla in Chhattisgarh. The plant operates an 8 MTPA beneficiation plant. The treated ore is then transported through a 267-km double-pipeline from Bailadila to Visakhapatnam.

The pipeline in the last few years has been attacked by maoists and other extremist elements in the border areas of Chhattisgarh and Andhra Pradesh leading to disruption in supply of iron ore.

UK government urged to protect steelworkers' pensions – Mr Owen Smith

ITV News understands ministers are exploring ways of reducing the firm's UK pension burden in a bid to attract buyers. Reacting to the reports, Mr Owen Smith, Labour's shadow work and pensions secretary, said that steelworkers' pensions must be protected in any plan to save Tata Steel's UK operation

Mr Smith said “Dealing with the Tata pension scheme must be a central part of any Government package to save our steel industry, so it will be totally inappropriate for Ministers to rush out this vital announcement, in a written statement without any scrutiny on the final day before a recess. Steel workers’ pensions must be protected, they’ve earned them with hard graft over many years.”

He said “So if Ministers are considering measures which might see those pensions reduced, MPs from all parties, especially those representing steel communities, will want a chance to question the plans, along with the trade unions who are playing such a vital and impressive role standing up for Tata workers.”

He added “If these reports are accurate, the Secretary of State for Work and Pensions should come to the House to explain precisely what is being proposed, including how current and future steel pensioners will be affected and what precedents might be set by any changes to hard won pension protection legislation.”

Nucor Yamato Steel (USA) places order with Danieli Centro Met for a Q-EBT Sand

Moving one step ahead towards the increase in safety and flexibility of operation, NYS has placed an order for the Q-EBT SAND, which will enable a completely remote closing operation of the EBT tapping hole, not only reducing the turnaround time of the EAF, but also ensuring that the presence of the furnace operators in the EBT sump is minimized.

The Q-EBT SAND, which is part of the Danieli’s Automatic Furnace Technology, is designed to perform the filling of the EBT tapping hole with the refractory sand material (generally Olivine). A dedicated pneumatic system conveys the refractory sand material, also contributing to a faster operation.

Through the Q-EYE Camera, that equips the Q-EBT Sand, the furnace operators not only inspect the EBT hole conditions after tapping, but also have a visual support of the Q-EBT Sand operation.

EAF operators will execute the whole process from the furnace control room in safety conditions.

Usiminas appoints veteran executive Mr Leite as new CEO

Reuters reported that Usinas Siderúrgicas de Minas Gerais SA, Brazil's largest listed flat steelmaker, on Wednesday picked veteran executive Mr Sergio Leite as its chief executive officer.

Mr Leite was elected in a board meeting in Belo Horizonte, Brazil, where the company known as Usiminas is based

Mr Ronald Seckelmann will remain the company's chief financial officer for a two-year period and other members of the management team will also stay on through 2018
