Vineyard Wind Affirms Commitment to Deliver Offshore Wind Farm but with Revised Schedule

Vineyard Wind announced that company shareholders have affirmed a commitment to deliver a proposed 800 MW wind farm off the coast of Massachusetts, albeit with a delayed project schedule. This decision follows the August 9th determination by the United States Department of the Interior to significantly delay publication of the Vineyard Wind 1 project’s Final Environmental Impact Statement and to instead undertake a supplemental draft Environmental Impact Statement process.

Mr Lars Pedersen, CEO of Vineyard Wind said that “We are very proud of the Vineyard Wind team’s achievements so far and we are disappointed not to deliver the project on the timeline we had anticipated. We were less than four months away from launching a new industry in the United States, so we thank the more than 50 US companies already awarded a contract or currently bidding on contracts, the financial institutions engaged in raising more than USD 2 billion in capital, and the first-class, global contractors that have joined us in planning for the first large-scale offshore wind farm in America. We remain committed to delivering that ambitious target and would like to thank Governor Baker, the Massachusetts legislature and our bipartisan backers in Congress led by the Bay State delegation for their collective support and courage in driving this industry forward.”

Mr Erich Stephens, Chief Development Officer said that “We appreciate all the support and hard work from our community partners, from the Vineyard to Barnstable, to New Bedford, to the labor unions and environmental groups. We want to assure each of them that we remain committed to moving this project forward as quickly as circumstances allow, and realizing the many benefits that were so close at hand before federal regulators announced their decision.”

Publication of the FEIS was one of the final steps for Vineyard Wind 1 in the federal permitting process, representing an important milestone to cap a comprehensive public and regulatory review process that began in 2017, and had since been targeted for completion by August 16th. The review process has encompassed evaluation by more than 25 federal, state, and local regulatory agencies and commissions.

Vineyard Wind has not yet received any documentation as to the requirements for the expanded analysis that BOEM indicated in a public statement issued on August 9th. However, it is clear that the timing of such an analysis is not compatible with the original timeline that has been communicated to Vineyard Wind since March 2018, which Vineyard Wind used to build its delivery schedule. With this development, the shareholders must revise the project as the original timeline is no longer feasible.

ALLETE Clean Energy Celebrates Record-setting Construction Year during American Wind Week

ALLETE Clean Energy, a wholly owned subsidiary of ALLETE is in the middle of its biggest wind energy construction year as it celebrates this week’s American Wind Week. ALLETE Clean Energy is poised to nearly double its carbon-free wind capacity to more than 1,000 megawatts with three new wind farms under construction in 2019 and 2020. Xcel Energy Celebrates Construction of Foxtail Wind Project

Xcel Energy, along with other construction partners and local landowners, will celebrate the construction of its Foxtail Wind Project, a 150-megawatt wind farm in Dickie County, near Kulm, N.D., that will be able to provide enough renewable energy to power nearly 80,000 homes. The wind turbines will have a red-light system that will automatically turn on at the approach of small aircraft, increasing safety for pilots and passengers, as well as having the goal of keeping the night sky dark. The aircraft detection lighting system was developed by Airtonomy, a Grand Forks-based technology company.

Mr Mark Nisbet, North Dakota's manager for Xcel Energy said that “There will be a radar tower set up there that will be able to alert the lights to come on if there’s an aircraft approaching the footprint of the wind farm. Normal position will be that the lights will be in the off mode unless there’s a plane within that area.”

The radar tower also will be used as a source of information for drones, as they assist in observing the wind facility for maintenance.

“Once we have those drones housed on site, like the plan is, then we could use them for other routine tasks, and the whole point of it is the idea of increased productivity and safety,” Nesbit said.

The Wednesday event also will feature children from the Kulm school district planting pollinator-friendly plants, such as prairie grasses, at the wind farm’s substation in order to create a habitat for bees, butterflies and other wildlife. Xcel currently has 2,100 acres of similar habitat in North Dakota, Minnesota and Wisconsin.

MBCP Signs Up for About 1,000 MW of California’s Future Floating Wind Energy

Monterey Bay Community Power and Castle Wind LLC a joint venture between Trident Winds Inc. and EnBW North America have signed a Memorandum of Understanding to enter into future, long-term PPA for about 1,000 MW of renewable energy. The clean power will come from Castle Wind Offshore, a floating offshore wind project currently being planned off the Central California coast.

Castle Wind Offshore will consist of approximately 100 floating offshore wind systems off the coast of Central California. The MOU recognizes that offshore wind offers a long-term energy supply solution that complements MBCP’s potential energy needs. The proposed project is planned to be grid-connected at the Morro Bay substation in Morro Bay, California which is a great example of leveraging existing infrastructure for renewable deployment.

Alla Weinstein, CEO of Castle Wind said that “While the project is still several years away, we know that offshore wind is poised to play an integral role in California’s electricity portfolio, which will help the State meet its aggressive climate goals at the least cost. This MOU is a statement of commitment by MBCP to use 100% renewables and their desire to secure a supply of clean energy that closely meets their demand profile.”

In 2018, Castle Wind executed a community benefits agreement with the City of Morro Bay and a mutual benefits agreement with the local fishermen organizations to ensure the project would address the needs of the local community. As MBCP expands its electric service to the residents and businesses in San Luis Obispo and Morro Bay in early 2020 and potentially the rest of San Luis Obispo County in 2021, this project has strategic potential and importance for locally generated renewable energy and future job creation.

MBCP CEO, Mr Tom Habashi said that “Monterey Bay Community Power is committed to serving our local communities with cleaner energy. In addition to creating new, local renewable infrastructure and jobs, we recognize the tremendous potential benefits of economically priced offshore renewable energy, including offshore wind’s primary system value coming from its ability to serve the region’s evening load when energy prices and carbon emissions are highest.”

EON Invests in 440 MW Wind Farm in Texas

EON will build a new onshore wind farm in the USA. The 440-megawatt Big Raymond wind farm in Texas is the largest single phase project E.ON has ever completed in the United States. The investment amounts more than 500 million US Dollar. Under long-term power purchase agreement, E.ON has already sold the subscription rights from 200 megawatt of the plant for a period of 12 years. The customer is Austin Energy, the City’s community-owned electric utility.

The development is located in Willacy, Cameron and Hidalgo counties. Construction will start at the end of the year. Together with the current wind- and photovoltaic-projects under construction, E.ON is currently implementing more than 900 megawatts of renewable energy in the USA. E.ON has built more than 3,800 megawatt of solar, wind, and energy storage projects across the USA, others are in preparation.

Pacificorp Acquires Full Ownership of Foote Creek I Wind Project

PacifiCorp has acquired sole ownership of the Foote Creek I wind generation facility, a 41.4-megawatt renewable energy project in Carbon County, Wyoming, and is proceeding to repower the project with new turbine technology that will increase energy output of the entire facility by 60 percent. The repowered facility will produce enough energy to meet the needs of 19,500 typical homes in PacifiCorp’s service territory. It is anticipated that the project will generate an additional $14 million in tax revenue for rural Wyoming communities over the next 30 years.

Foote Creek I was the company's first wind facility and the first utility-scale wind project in Wyoming, a jointly owned demonstration project commissioned in 1999 with PacifiCorp and the Eugene Water & Electric Board (EWEB) as co-owners and supported with a power purchase agreement with the Bonneville Power Administration (Bonneville). The success of the facility and ongoing technological advancements led PacifiCorp to invest billions of dollars in low-cost wind energy, create associated tax revenue benefits and new wind energy jobs in rural communities in Wyoming, Washington, and Oregon. PacifiCorp is today the largest regulated utility owner of wind assets in the West.

PacifiCorp will begin the process of repowering the Foote Creek I facility by removing the 68 existing 600-kilowatt wind turbine generators originally installed between 1998 and 1999 and replacing them with 13 new modern turbines with a much higher output capability that will be supported by new foundations, along with new energy collector circuits, switchgear and controls. The result is significantly fewer wind turbines needed to produce an equivalent peak output, while dramatically increasing the energy production from the facility.

Repowering in 2020 will requalify the facility for federal production tax credits, which will be passed on as savings to PacifiCorp customers. It will also reduce ongoing operating costs associated with the older turbine equipment. The repowering project will extend the useful life of the facility by more than two decades, creating substantial ongoing benefits for customers when instead the facility would otherwise have been retired from service. The wind turbines only occupy about one percent of the land they are housed upon, thereby allowing the property to continue supporting traditional land uses such as grazing livestock.

ROERMOND (AFN) - Het Amerikaanse windmolenpark Vineyard Wind in Massachusetts waar funderingsspecialist Sif aan meewerkt, loopt vertraging op. Er moet extra milieu-onderzoek gedaan worden van de Amerikaanse overheid. Of de vertraging financiële gevolgen heeft voor Sif, wordt pas in de komende weken duidelijk.

Sif levert 84 zogeheten monopiles, de palen waar de windmolens op worden gemonteerd, voor Vineyard Wind. De productie van die palen stond gepland voor de eerste helft van volgend jaar. De windmolens moeten op een specifiek moment geplaatst worden omdat daarbij rekening moet worden gehouden met een bedreigde walvissensoort die voor de Amerikaanse noordoostkust leeft.

Sif en Vineyard Wind onderzoeken nu de gevolgen van de vertraging en hoe ze die kunnen beperken. Een vertraging en gevolgen voor de productieplanning van Sif zijn echter onvermijdelijk. Het funderingsbedrijf heeft in zijn planning ruimte opgenomen voor een vertraging van een aantal maanden. In de komende weken moet Vineyard Wind duidelijkheid verschaffen of die marge voldoende is. Sif verwacht daar binnen vier tot zes weken meer over te kunnen zeggen.

Vineyard Wind project Approval Further Delay

Final approval for the Vineyard Wind Project will likely not happen for at least another 18 months, according to information received from multiple sources by The Connecticut Public Radio. Vineyard Wind, the nation's first large-scale offshore wind project, was set to start construction this year. The USD 2.8 billion, 800-MW proposed project off the coast of Massachusetts could power more than 400,000 homes.

Vineyard Wind was supposed to be the second offshore wind farm in the US, after the 30-MW Block Island park off Rhode Island that entered into service in December 2016.

Vineyard Wind was just one of 19 companies that qualified to take part in the bidding process of a Bureau of Ocean Energy Management wind auction held in December 2018 for three tracts of the Atlantic Ocean located 19.8 nautical miles from Martha’s Vineyard, Mass., 16.7 nautical miles from Nantucket, Mass., and 44.5 nautical miles from Block Island, Rhode Island.

Austin Energy Signs 12 Year PPA with E.ON for Wind Energy

EON announced its largest single-phase project to date, the 440 megawatt onshore wind farm, Big Raymond. The development is located in Willacy, Cameron and Hidalgo counties. The project benefits from a 12-year power purchase agreement with Austin Energy for 200 MW. Big Raymond Windfarm represents an investment of more than USD 500 million in the South Texas region.

E.ON recently announced two other South Texas onshore wind farms, Peyton Creek and Cranell, are under construction with a combined total of more than 370 MW and both of which are expected to come online by the end of 2019.

In 2017, E.ON, Germany’s largest utility, and Google announced they would partner in the solar market. With the partnership, E.ON uses Google’s solar platform, Sunroof, which uses Google Earth imagery to analyze a buyer’s roof shape and local weather patterns to create a personalized solar plan.

Connecticut issues RFP for 2,000 MW of offshore wind power

The Connecticut Department of Energy and Environmental Protection has issued a request for proposals for up to 2,000 MW of offshore wind power. The RFP is the state’s first solicitation dedicated specifically to offshore wind development. It builds off of multiresource solicitations in 2018 in which Connecticut bought 304 MW of offshore wind from the Revolution Wind project originally proposed by Deepwater Wind and now owned by Ørsted and Eversource. As part of the RFP process, DEEP Commissioner Ms Katie Dykes convened a panel on environmental standards that will offer recommendations on best practices for avoiding, minimizing and mitigating impacts to the ecosystem and commercial fishing.

DEEP will host a bidders’ conference on Aug. 29 at its New Britain office to answer questions on the RFP. The deadline for bidding is Sept. 30.

Ms Dykes said that “Offshore wind has the potential to significantly reduce the electric grid’s dependence on fossil fuels, improve grid reliability in the winter, and advance clean energy jobs and development here in our state, all while helping Connecticut achieve critical climate goals.”

Sedgwick County to Ban Large Scale Wind Farms

Large scale commercial wind farms will be banned in Sedgwick County under new standards that have been adopted by the county commission. The standards were developed this year in response to a controversial wind farm proposal in Reno County, and a moratorium was placed on consideration of new wind and solar projects in Sedgwick County until the standards and requirements could be worked out.

Mr Dave Yearout with the Metropolitan Area Planning Department said the large scale wind farms will be prohibited because of the impact they could have within a five-mile radius of airport facilities across Sedgwick County. He said smaller scale wind and solar generating facilities can still be considered if they are accessories to individual properties. Mr Yearout said large scale solar facilities could still be allowed, but they would need FAA approval if they are within a mile of airport facilities, and the county will have other standards to regulate the placement of solar conversion systems.

Commissioner Ms Lacey Cruse said the county is still supporting wind and solar energy, but not the large scale conversion systems for wind power. She said the county will support solar conversion systems and smaller scale wind systems. Ms Cruse said technology for renewable energy will change in the future, and the county will be open to consider that.

New York Siting Board Approves Eight Point Wind

The New York State Board on Electric Generation Siting and the Environment has granted approval to Eight Point Wind LLC an affiliate of NextEra Energy Resources to build and operate a wind facility in Steuben County, NY. The siting board says its decision followed a rigorous review and public participation process. The 101.8 MW Eight Point wind farm, as approved, will consist of 31 wind turbines to be located on leased or purchased land. In addition to the turbines, the project will also include the construction of access roads, a collection substation, mostly underground 34.5 kV collection lines, up to two permanent meteorological towers, temporary staging and laydown areas, an operations and maintenance building, and other related facilities.

The project will be located in the towns of Greenwood and West Union. Eight Point Wind also proposes to construct an approximately 16.5-mile, overhead, 115 kV transmission line that would interconnect the project with New York State Electric and Gas Corp.’s existing 115 kV Bennett substation in the town of Hornellsville. The proposed transmission will be subject to review pursuant to Article VII of the Public Service Law. It was not reviewed as part of the proposed project in this proceeding.

Mr John B Rhodes, chair of the siting board said that “In keeping with Governor Andrew M Cuomo’s goal to develop clean energy resources in New York State and nation-leading Green New Deal, we are proud to approve construction of this appropriately sited wind farm.”

Avangrid unveils PPAs for 22.4-MW Palm Springs wind farm

Avangrid Renewables LLC has signed three off-take deals the California Choice Energy Authority for the output of a 22.4-MW wind park in California. The power purchase agreements cover the entire generation of the Mountain View III wind farm in Palm Springs. Starting in 2021, CalChoice will buy the entire output of the plant on behalf of three of its members Apple Valley Choice Energy, the Rancho Mirage Energy Authority and Lancaster Choice Energy.

The term of the contracts is 10 years. According to the press statement, they will enable the three electric service providers to continue offering their customers the option to buy up to 100% renewables electricity from local and regional generating resource and thus facilitate the compliance with California’s renewable energy policy.

The Mountain View III wind park produces around 70,000 MWh of electricity annually, or enough to meet the demand of more than 8,000 typical local homes.

GlidePath Acquires 149 MW Wind Portfolio in North Texas

GlidePath Power Solutions one of America’s leading independent energy storage developers announced its acquisition of a 149 MW portfolio of wind farms in North Texas. The transaction adds to GlidePath’s operating portfolio of US wind, solar and storage projects and provides the company with a unique opportunity to optimize the performance of the wind farms though the addition of battery storage. This latest acquisition brings GlidePath’s operating portfolio to more than 445 MW, in addition to its development pipeline of more than 1 GW of battery storage projects across the United States. GlidePath is a portfolio company of Quinbrook Infrastructure Partners, a specialist investor in low-carbon and renewable energy infrastructure. The wind portfolio, acquired from Exelon Generation, is comprised of eight distributed wind energy projects located north of Amarillo that serve the Southwest Power Pool market. Terms of the sale were not disclosed.

GlidePath Power said that “We look forward to managing these wind assets in a way that will hopefully strengthen reliability of supply in the local electric grid and deliver benefits for Texas power consumers.”

Infrastructure And Energy Announces Wind Construction Project Award In Illinois

Infrastructure and Energy Alternatives Inc announced a new wind energy project award. The award is for construction of the Sugar Creek Wind Farm, a 202 megawatt project located in Logan County in central Illinois. Plans call for 57 Vestas V110 and V150 turbines. Work on the Sugar Creek project is scheduled to begin in August with full operation by the fourth quarter of 2020. The scope of IEA’s work on Sugar Creek includes wind turbine installation, public road upgrades and maintenance, turbine access roads, MV collection system installation and the construction of a high-voltage project substation connecting the project to the electrical grid.

Mr JP Roehm, IEA’s Chief Executive Officer said that “The Sugar Creek project is another important example of the strong demand for wind power that we are addressing in 2019.”

The US wind power industry increased its overall capacity by 8% in 2018 to 96,433 megawatts. That more than doubled the capacity level at the start of this decade and is enough to power more than 30 million homes, according to the American Wind Energy Association. A 2019 McKinsey & Company forecast called for continued growth in renewable energy investments, including wind, for several years: The share of renewables in global power generation could grow from around 25% today to 50% by 2035 and 75% by 2050.

Chevron to get wind power for Permian operations

Renewables Now reported that US oil major Chevron Corp has signed a 12 year power purchase agreement for electricity from a new wind park in West Texas for its operations in the Permian. This will lower the carbon intensity of our activities. The company said its current West Texas Permian electricity load stands at around 65 MW. It will be exploring additional renewable energy solutions in the Permian as its power demand is expected to grow. The company is also interested in options to source renewable power for other business assets globally.

In addition to the PPA, Chevron will also buy renewable energy credits in Texas to meet state requirements.

Chevron Pipeline & Power president Allen Satterwhite said that “We have long been committed to understanding and evaluating renewable energy sources which are scalable and align with our business assets. This PPA demonstrates that commitment.”

DNV GL Launches Renewables Certification Operations in US

DNV GL has established a Renewables Certification office in the United States to meet the growing demands for certification services for the nascent offshore wind industry. According to the US Department of Energy, there is the potential to install 22,000 MW of offshore wind projects in the US by 2030. Much of this activity is taking place in the Northeast, with Massachusetts and New York setting aggressive targets and leading the way in opening up the market for offshore wind. For this reason, DNV GL selected its Medford, Mass. office as base for its US Renewables Certification group, given its proximity to both Boston and New York City. The US operations will be managed by David Maloney, who first served as Certified Verification Agent on the Cape Wind Project in 2012.

Much of the potential development of offshore wind lies in federal waters, which requires third party certification for the design, manufacturing and installation of the entire facility, so the demand for CVA services is rapidly growing as project development moves ahead. DNV GL has more than30 years of experience in certifying offshore wind globally and has been involved in past US projects through its Renewable Certification offices in Europe. With its certification services DNV GL creates confidence among all project stakeholders in terms of reliable quality, stable operation and proper risk management of wind farms.

New Wind Farm Project – HCE and Guzman Energy

Holy Cross Energy and Guzman Energy announced they have signed an agreement with NGC Partners to develop the 150MW Arriba Wind Farm in Lincoln County, Colo. HCE will purchase 100MW of the project’s output, producing enough energy to supply approximately 30% of HCE’s annual energy requirements. Guzman Energy will use the remaining 50MW to serve other communities in its customer base. Guzman has the option to commission another 50MW in increased project size, and expand its share of the project to 100MW.holy cross energy wind farm deal with guzman energy. The new wind farm is scheduled to begin operations by mid 2021.

HCE’s ambitious Seventy70Thirty renewable energy goals call for achieving 70% annual energy from clean and renewable sources, with a 70% reduction in CO2 emissions from 2014 levels no later than 2030. HCE and Guzman Energy entered into a partnership last December to accelerate HCE’s progress towards meeting these goals without increasing costs for their members. In addition to other new renewable resources, the development of this wind farm will put HCE on a path to meet these goals earlier than expected.

Vineyard Wind Submits Proposals for Development of Coast of Massachusetts

Vineyard Wind submitted a set of commercial large scale offshore wind proposals to Massachusetts Electric Distribution Companies as part of the Commonwealths’ second Section 83C procurement for clean energy generation and transmission. The proposals include a required 400 MW option and two options for development of an 800 MW project. The proposed project, referred to as Vineyard Wind 2, would be built in Vineyard Wind’s lease area, and located south of the Vineyard Wind 1 project. The design for Vineyard Wind 2 features turbines in rows aligned in an east-west direction, with spacing of 1 nautical mile between turbine rows.

Mr Lars Pedersen CEO of Vineyard Wind said that “Vineyard Wind is very excited to submit these proposals, which offer significant job creation and port infrastructure investment opportunity for the region, while ensuring an attractive, fixed price for electric ratepayers.
