EU to Permit Grants, Loans for Companies Harmed by Russia’s Invasion

BRUSSELS—The European Union will allow member governments to provide grants and loans to companies hurt by the effects of Russia’s invasion of Ukraine, including businesses struggling to cope with exceptionally high energy prices.
The European Commission, the EU’s executive arm, said Wednesday that it has adopted a temporary crisis framework that will permit the 27 EU governments to give financial support to companies affected by the war in Ukraine, as well as those harmed by the sweeping sanctions Western governments have imposed on Russia.
Companies could be eligible for grants of up to 400,000 euros, or the equivalent of about $440,000, according to a statement from the commission. Governments will also be allowed to provide state guarantees and subsidized loans to ensure businesses have access to enough liquidity.
Governments will also be allowed to compensate companies to help with the high costs of gas and electricity, the commission said. Overall aid can be as high as 30% of a company’s eligible costs, to reach a maximum of about $2.2 million at any given time. In cases where a company is incurring operating losses, aid can go much higher, to reach a maximum of about $27.6 million for high energy users and up to $55.1 million for companies in specific sectors such as aluminum production.
“We need to mitigate the economic impact of this war and to support severely impacted companies and sectors,” said Margrethe Vestager, the EU’s executive vice president in charge of competition policy.
