Logica announces strategic BPO appointments
Logica, a leading IT and business services company, has today announced a number of strategic appointments. The new appointments will expand the UK Business Process Outsourcing (BPO) team in line with the company’s strategy to broaden its service offerings to support its clients through the current economic climate and to target the growing BPO market. In particular, they will help spearhead Logica’s local government growth initiatives.
Building on Logica’s strengths in payroll and HR, this growing BPO capability will allow the company to design & deliver broader and more integrated back office solutions including finance administration and procurement. These services will continue to be underpinned by Logica’s traditional strengths in business transformation, complex information systems integration, and IT service delivery.

The new BPO team includes:
Mark Lambert, Director, Global Strategic Sales
Mark has responsibility for the development and delivery of Logica’s major strategic bids. He most recently served as Business Development Director at IBM, where he gained over 10 years experience in outsourcing sales, including playing a leading role in securing SW1, IBM’s shared services partnership with Somerset County Council, Taunton Deane Borough Council and Avon and Somerset Police.
Stephen Biggs, UK BPO Service Development Director
Stephen joined Logica last October to help grow the BPO business portfolio, with a particular focus on UK government. He joins from Serco, where he was Director of BPO Services. He has worked in or with local government for most of his career, and has managed major back and front office operations for a number of local authorities.
Brendan Brown, Management Consultant
Brendan joins as a Management Consultant within the newly formed BPO team where he is responsible for providing ongoing strategic advice to Logica’s Local Government clients. He joins Logica from Northgate Information Solutions. Brendan has over 23 years experience within the Local Government sector, having spent 16 years working directly in Local Government and the remaining time working for business partners providing professional support, outsourcing and information technology enabling Local Government to innovate and transform service delivery.
Nathan James, Transformation Consultant
Nathan has joined as Transformation Consultant, responsible for supporting the Local Government team. He has worked within Local Government for over 18 years, 11 of which have been for private organisations providing services to the Local Government market particularly in the Revenues and Benefits field.
Phil Gooch added, “Over the next five years, we will see a greater need for a broader range of services as public sector organisations demand more effective ways of working. As we expand the breadth and depth of our public sector business by offering flexible services, acquiring new skills, and adding to our reputation as innovators in public sector, we look to this team to help us seize upon new opportunities and strengthen our capabilities. The team will help to ensure that we continue to lead on BPO services and also respond to emerging client needs that will support long-term growth in the UK.”
