Tanzania signs $667 million deals for rare earth and graphite projects

Tanzania on Monday signed agreements worth $667 million with three Australian companies to mine rare earth minerals and graphite, part of the president’s drive to fast-track negotiations on long-pending mining and energy projects.

Under the deals with Evolution Energy Minerals, Ecograf Ltd and Peak Rare Earths, Tanzania will have a 16% stake each in jointly established companies to operate the projects, said Palamagamba Kabudi, the chairman of the government’s negotiating team.

The US government and allies including Australia, which has some of the world’s largest rare earths producers outside of China, are scrambling to reduce their reliance on China.

Rare earths are a group of 17 minerals used in consumer electronics, electric vehicles, smart phones, renewable energy and military equipment.

Under Tanzania’s agreement with Peak Rare Earths, the minerals will be mined in the southwest of the country in Ngualla.

Kabudi said Evolution Energy Minerals and Ecograf would mine graphite in southern and eastern Tanzania. Ecograf will also mine for the mineral in the north.

Graphite is a mineral used for the negative end of a lithium-ion battery, known as the anode. Around 70% of all graphite comes from China, and there are few viable alternatives for batteries.

1. Alle hot aandelen (je weet ook wel die in de AEX) worden geshort, Ridder. Heeft niks met geloven te maken. Volatiliteit is een hangijzer voor shorters. Snel geld verdienen.
2. En het is geen hype, Ridder. De transitie zet door en batterijen zullen we moeten hebben, waarbij deze elementen nodig zullen zijn. En dan ook recyclen natuurlijk. ;)

Australia Strengthening Critical Minerals Partnerships as Decarbonisation Gains Steam

Australia is well positioned to support the energy transition, with an abundance of key metals found in the country.

Critical minerals are going to be at the centre of not only climate mitigation, but also global security, Resource Minister Madeleine King told the audience at the Future Facing Commodities conference in Singapore. Australia is expecting lithium and base metals — and their raw material inputs — to account for almost as much export revenue as all coal types by 2027/2028.

“Nations that can ensure a resilient and diverse supplier of these materials will reap the benefits, and Australia is well positioned to be a partner of choice to support all of the countries in (the Asia Pacific) region,” King said.

Australia is the world’s top lithium-producing country, and is also a top five producer of cobalt, manganese ore and rare earths. Through the AU$2 billion Critical Minerals Facility, the Australian government has supported companies with advanced critical minerals projects, including Iluka Resources (ASX:ILU,OTC Pink:ILKAF), Renascor Resources(ASX:RNU,OTC Pink:RSNUF) and EcoGraf (ASX:EGR,OTCQX:ECGFF).

“We can't develop these resources on our own," King said. "Foreign investment from partners will be crucial to getting Australian projects off the ground and establishing new and diverse global supply chains."

Australia is currently developing its new Critical Minerals Strategy, and has already inked agreements with Japan, India and the UK.

“With the trifecta of rich critical mineral deposits, an established and highly skilled resources sector and higher ESG standards, Australia is an attractive partner for those wanting to develop new critical minerals and rare earth elements supply chains,” King added.

Asia Pacific region presents opportunities for investors

When looking at how much critical minerals demand could grow, Tribeca Investments believes the need for commodities such as lithium, nickel and graphite could rise by 20 to 40 times by 2050.

“(It's) a huge demand growth that the industry is really not prepared for,” Portfolio Manager John Stover said during a keynote presentation in Singapore. “And this is all happening at the same time that mining capital expenditure is at multi-decade lows.”

The firm has ESG credentials top of mind when investing, and this is a trend Stover has seen rising in recent years.

“But often we felt like this thematic was on shaky ground. It sort of became more important to create a story rather than creating a real business model with profits, or at least the potential to be profitable,” he told the audience at the Future Facing Commodities event. “Certainly, we want the companies that we’re invested in to be focused on this, but if you look at it, sort of what it morphed into, was this disturbing trend where the story was ahead of profits.”

Stover said Tribeca has always taken a proactive "boots on the ground" approach.

“We're looking for companies that can reinvest their cash flows into decarbonisation at strong rates of return,” he said. “And a part of the reason we feel this way is this huge demand boom coming from electrification.”

For the portfolio manager, the Asia Pacific region is going to drive decarbonisation going forward — one of the biggest human undertakings seen since the Industrial Revolution.

“Asia Pacific is going to provide investors the best opportunities to invest in decarbonisation at strong rates of return going forward,” he said. “Asia is already a leader in wind and solar capacity additions and battery storage installations. We think there's going to be a lot of really interesting investment opportunities to invest in companies that have opportunities to decarbonise at good rates of return.”

Compared to other regions, Asia Pacific companies have shown a much greater willingness to reinvest their cash flows and capital expenditure in research and development.

“Some of our global institutional investing peers have taken a divestment approach and divested from certain companies that have emissions,” Stover said. “At Tribeca, we think a much more nuanced and intelligent approach is warranted. It's not realistic to think that we can go to net zero overnight. So we need to be willing to finance these companies to take the transitionary steps to a net-zero world rather than divesting completely.”

The Asia Pacific area is poised to benefit from the energy transition as it has an abundance of the upstream minerals needed and also has the processing capacity. “The region is set up really well for investors to look at if they want to be involved in the decarbonisation thematic,” Stover added.

'Duitsland overweegt staatsfonds om cruciale mineralen veilig te stellen'
Het Duitse ministerie van economische zaken werkt aan een fonds om de toevoer van cruciale mineralen veilig te stellen. Dat meldt persbureau Bloomberg op basis van een bron bij het ministerie. De Duitse regering zou overwegen om tussen de €1 en €2 mrd euro in zo'n fonds te storten.

De bedoeling zou zijn om Duitsland onafhankelijker te maken van andere landen, met name China. Duitsland importeert meer dan 90% van de cruciale mineralen die het nodig heeft voor de energietransitie. China is van een groot deel van die grondstoffen, waaronder magnesium en germanium, Duitslands grootste leverancier.

Afgelopen weekend kondigde bondskanselier Olaf Scholz aan dat Duitsland landen die rijk zijn aan mineralen wil ondersteunen in het ontwikkelen van eigen raffinagecapaciteit. 'Dat brengt niet alleen meer welvaart in die landen, we zorgen daarmee ook dat we in de toekomst meer dan één leverancier hebben', aldus de kanselier.

Was een zestal maanden geleden een zeer goede optie. Lijkt me meer risicovol nu. In China verwacht men een sterke toename van verkoop van elektrische wagens. Hier zijn twee redenen voor. Een eerste is de verandering in subsidies, waardoor de voorbije maanden vooral de verbrandingsmotor werd gestimuleerd (eliminieren stock). Een tweede is de gedaalde prijs van lithium als grondstof, waardoor de wagens nu gewoonweg veel goedkoper worden. Hierdoor kunnen ze beter concurreren met de verbrandingsmotor. Dit laatste geldt overigens voor heel de wereld. Bv Tesla heeft al heel wat prijsverlagingen achter de rug.
De vraag is wat dit met vraag / aanbod zal doen. Als de balans opnieuw omslaat, zal dit een stevige ruggesteun zijn voor de bedrijven die je aangeeft. Zou dit advies dus niet zo maar opvolgen!

AMSTERDAM - Zonder lithium geen krachtige herlaadbare batterijen voor smartphones, zonnepanelen en stekkerauto’s. Maar de grote producent Chili legt zijn ’witte goud’ aan banden. Ook andere landen nationaliseren hun grondstoffen. Producenten zoeken snel alternatieven voor lithium nu de batterijrevolutie uitbreekt. Ook in Nederlandse bodem.

Op de 970 kilometer lange witte Atacama-woestijn in Noord-Chili scharrelen felroze flamingo’s naar voedsel. Op de droogste woestijn ter wereld lijken grote blauwe zwembaden te liggen. De uitgehakte blokken gevuld met zout grondwater leiden naar lithium, onder de zoutlagen. Lithium wordt er met water uit gezogen, wat omwonenden zorgen baart over de waterstand, en na verdamping geëxporteerd.

Zweden ontdekte tweehonderd jaar geleden de waarde van het zilverwit alkalimetaal. Maar Chili is ’s werelds grootste leverancier van het materiaal voor duizenden malen herlaadbare lithium-ionbatterijen, de standaard nu voor elektrische auto’s.

Voor een gemiddelde elektrische autobatterij is acht kilo lithium nodig. Lithium heeft de unieke eigenschappen dat het veel energie kan vasthouden, het is het kleinste metaal, leidt stroom snel tussen de elektroden binnen de batterijen, en is het lichtste materiaal, aldus Paul Anderson, onderzoeksdirecteur van het Britse Centre for Strategic Elements and Critical Materials. Bovendien kent lithium ondanks duizenden laadbeurten weinig slijtage. Buiten de batterijsector is het ook gewild in de glas- en keramieksector.

Extreme stijgingen
Rond 30% van alle mondiale lithiumproductie komt uit Chili. Het bezit ook 40% van alle bewezen reserves, 8,2 miljoen ton. Veel meer dan Argentinië, Australië en China hebben. Met mondiaal 14 miljoen lithium in de grond, verwachten grote inkopers van batterijauto’s extreme prijsstijgingen.

Chinese bedrijven hebben 80% van de markt in handen. Peking begon in 2002 zijn strategische voorbereiding van de eerste productie. Het produceert acht van de tien batterijen. Het koopt volgens zijn tienjarenplan van 2001 bij de meest efficiënte lithiumproducent Australië maar ook Zuid-Amerikaanse mijnbouwers op.

Aanvankelijk leken de Japanse batterijen dominant in topkwaliteit afgezet tegen de zwakke Chinese batterijen. Maar die achterstand heeft China vanaf 2016 ingehaald, constateert Shirley Meng, hoogleraar in energiesystemen aan de Universiteit van Chicago. „De veiligheidsproblemen zijn verdwenen, er zijn geen significante verschillen meer met batterijen uit Japan en Zuid-Korea.”

De schaarste van deze grondstoffen voor batterijen is nog niet extreem groot, de productie in de lithiumdriehoek Chili-Argentinië-Bolivia die samen 60% van alle lithiumreserves bezitten is verre van geperfectioneerd, stelt zij. Maar reken er op dat in 2030 enorme concurrentie tussen gigawattfabrieken in Azië, de VS en Europa is losgebarsten. „We moeten dus nu plannen hoe je lithium moet gaan recyclen”, zegt Meng. Die technieken zijn er nauwelijks.

Dominant
Volgens Nobel-prijswinnar Stanley Wittingham, die de basis legde voor de laatste generatie batterijtypen, zal „lithium de komende tien tot twintig jaar” de dominante grondstof blijven.

In 2018 kostte lithiumcarbonaat – een verfijnde vorm - nog $20 per kilo, vorig jaar tikte het bijna $80 aan. Toch daalt nu de prijs dit jaar, de winst sinds de piek van november 2022 kwijnt weg. En alle batterijmaterialen worden goedkoper.

De belangrijkste reden is de verminderde vraag in China. Dat schrapte aanschafsubsidies voor batterijauto’s, wat direct 22% minder verkopen betekende in het eerste kwartaal dit jaar. Batterijproducenten rekenden op een hausse. Zij zitten even met overschotten en kopen minder lithium in.

Maar economen van Rabo Research noemen dat allemaal tijdelijke effecten. Nieuwe mijnbouw van producent Albelmarle komt eraan, al duurt zo’n project optuigen zeker vijf jaar. Dus ontstaan in 2023 en 2024 nog tekorten, aldus zakenbank JPMorgan Chase. In China rekende de associatie van autobouwers in april op 30% meer elektrische auto’s dit jaar afgezet tegen 2022. China levert dit jaar tachtig nieuwe modellen.

Goldman Sachs Research roemt lithium als een van de beste investeringskansen. Europese en Amerikaanse overheden pushen brandstofauto’s immers uit de markt, de batterij wordt daar en in China de norm. Van de ruim 2 miljoen stekkerauto’s in 2020 zullen er in twintig jaar tijd 73 miljoen zijn. Die markt heeft momenteel al $100 miljard waarde.

Europa en de Verenigde Staten haken nauwelijks aan voor het maken van lithium-ionbatterijen. Robert Rapier, chemisch ingenieur, waarschuwt al jaren: Europa en de VS investeren niet voldoende in de winning en productie voor lithiumbatterijen, „China wel, die ziet het als een strategische noodzaak, het zal de markt domineren”, aldus Rapier. „Er is een risico dat China batterijen kan achterhouden, de prijs kan verdubbelen voor westerse landen.”

Chili steekt een spaak in het wiel. President Gabriel Boric wil de vergunningen van de twee grootste mijnbouwers SQM en Albemarle, verlengen maar alleen als ze een joint venture vormen met een Chileens staatsbedrijf. Hun bestaande vergunningen, lopend tot 2030 en 2045, blijven volgens Boric geldig. „Chili kan deze unieke kans voor onze toekomst niet laten lopen”, schetst hij de verwachte inkomsten en verduurzaming. De koers van Albemarle stortte na zijn woorden in. Het gaat om serieus veel geld: Albemarle zou dit jaar volgens analisten 65% omzetgroei boeken.

Trend
Chili’s stap versterkt een nationaliseringstrend in grondstoffen. In olie kon Saudi Aramco veruit de grootste worden dankzij nationalisering van de Saudische voorraden, in het kartel OPEC eisen in nog 22 regeringen de olieproductie op. In Noorwegen blijft staatsbedrijf Equinor dominant in olie en gas. Indonesië kondigde vorige maand nationalisatie van zijn nikkel aan, de Filipijnen wil hetzelfde, Mexico deed dat al en Zimbabwe legt export aan banden.

In China, dat 85% van de zeldzame aardmetalen verwerkt, en Kazachstan gaan producenten gedwongen joint ventures voor mijnbouw aan. En ook Europa begint een eigen industrie voor schaarsere grondstoffen zoals kobalt en nikkel. Er worden zo’n dertig fabrieken gebouwd om met eigen batterijen onafhankelijk van China te worden.

Binnen Europa kennen Portugal, Tsjechië, Servië, Zweden en Finland grotere bewezen voorraden lithium. Maar burgerverzet bemoeilijkte booractiviteiten. Duits speurwerk in de Oberrheingraben van het Rijndal leverde kilometers diep lithium op, er zou bijna 16 miljoen ton te winnen zijn. Duitsland begint daarmee.

In de jacht op lithium vonden onderzoekers Erica Biagini en Ahmed Hussain van de TU Delft hoge concentraties lithium in het grondwater van Friesland, Limburg en een stuk Noordzee. Waar naar aardwarmte geboord wordt, zou dat meteen de ideale verdamper van lithiumwater zijn.

Nederlands lithium
Per liter water, aldus de TU Delft, is tot 50 milligram lithium te verkrijgen. Dat kan bij topproductie leiden tot 5 tot 10 kilogram lithium per uur. Slaat Nederland er voldoende boorpunten, dan is de vraag naar eigen elektrische auto’s in Nederland te vervullen, stellen de onderzoekers. Het is vroeg, erkende staatssecretaris Vijlbrief (Mijnbouw), maar de lithiumzoektocht gaat door. „Het is niet de vraag of, maar hoe”, stelt hij.

Cobalt has been used in the desulphurisation of fossil fuels since 2006, 17 years. But we never heard about child exploitation then.

Cobalt makes up a quarter of its global requirement, so the headline could read very differently, but clearly has an agenda.

Chippewas of Kettle and Stony Point First Nation, Ontario – (May 2, 2023) – Electra Battery Materials Corporation (NASDAQ: ELBM; TSX-V: ELBM) (“Electra” or the “Company”) today announced the signing of a memorandum of understanding (“MOU”) with the Three Fires Group (“TFG”) to form a joint venture focused on the recycling of lithium-ion battery waste in Ontario underpinned by Electra’s propriety black mass processing capabilities that recover high value elements, including lithium, nickel, cobalt, and graphite.

“We are excited by the opportunity to work with the Three Fires Group and solve a pressing challenge of the EV battery supply chain, namely how to recycle and repurpose battery waste,” said Trent Mell, CEO of Electra. “Our joint-venture will pave the way for producers of various lithium-ion batteries and energy storage equipment in Ontario to reduce their waste, reuse high-value and increasingly scarce commodities like nickel and cobalt, and lower carbon emissions in their manufacturing activities.”

Mr. Mell added, “The Three Fires Group has developed an Indigenous leadership position in fostering the transition to clean, sustainable energy through its relationships with federal and provincial agencies and various clean energy providers. Working with the Three Fires Group will allow us to get access to a steady stream of black mass material and address the growing demand for critical minerals.”

Under the joint venture, Electra and the Three Fires Group will collaborate to source and process lithium-ion battery waste generated by manufacturers of current and future battery cells, electric vehicles, and energy storage systems. The waste will be processed at a facility to be located in southern Ontario to produce black mass material that will be further refined using Electra’s proprietary hydrometallurgical process at its refinery complex north of Toronto to recover high value elements, including lithium, nickel, copper, manganese, and graphite.

As part of the MOU, Electra and the Three Fires Group have agreed to work together to secure a net-zero industrial facility that can be used to shred and separate lithium-ion batteries and produce black mass material. The joint-venture partners have also agreed to collaborate on the development of economic studies of sourcing of engineering, procurement, construction, and management requirements necessary to launch the battery waste recycling facility.

Several electric vehicle facilities are moving forward across the treaty areas of the Three Fires Confederacy in southwestern Ontario, including recent announcements by the Volkswagen Group, LG-Stellantis, Toyota and GM CAMI. In parallel, southwestern Ontario is seeing dozens of proposals for transmission grid connected battery energy storage systems. Research firm MarketsandMarkets estimates the lithium-ion battery recycling market to grow to $35.1 billion by 2031, from $6.5 billion in 2022.

Federal agencies block full development of Railroad Valley lithium project

Two US federal agencies are blocking full development of a Nevada lithium project being advanced by 3 Proton Lithium Inc., a privately held company with headquarters in British Columbia, Kallanish reports.

The Bureau of Land Management and the National Aeronautics and Space Administration (NASA) are withdrawing nearly 23,000 acres in Nevada’s Railroad Valley from new entry and use for 20 years. That is being done to calibrate satellite activity with ground-based light reflection studies, the federal agencies say in a Federal Register notice.

“The purpose of the withdrawal and reservation is to maintain the physical integrity of the surface and subsurface environment to ensure NASA satellite calibration are not invalidated or otherwise adversely affected,” they explain.

About half of the NASA’s acreage withdrawn is within 3PL’s current mining claims. The land withdrawal of the 22,684 acres does not kill the 3PL project but it does increase the difficulty for the company to continue to explore and to fully develop its mining claims, it says.

“We’re surprised and incredibly disappointed in the federal government’s decision to ignore 3PL’s ongoing development in one of the largest lithium resources in the world, right here in the United States,” says ceo Vince Ramirez.

The company says the planned mine and NASA could co-exist, but NASA is unwilling to discuss that option. The company says it plans to proceed with federal permitting and to challenge the decision.

The project covers 36,000 acres in Nye County. The layered salt deposits are 2,000 feet thick and contain an estimated 23 billion barrels of recoverable brine. The company says the Railroad Valley Super-Brine Complex contains over 25 million short tons of recoverable lithium, tripling the US’ supply of lithium. The complex would also produce sodium carbonate, boron, tungsten, molybdenum and rare earths.
