Murphy Bags Onshore Cable Civils Works for Sofia & Dogger Bank C

J Murphy & Sons Ltd has been selected to design and deliver the HVDC Export Cable Onshore Civil works in relation to both the Sofia and Dogger Bank C offshore wind projects. Under the terms of this award, Murphy will work to install the onshore cable ducts which connect the landfall site in Redcar to the HVDC Onshore Converter station. The Group will also work with local colleges and suppliers to recruit local resources and talent.

The main scope of works for Murphy include

Detailed engineering and design for the works

Ecological Management

Civil infrastructure installation

Engineering and installation of crossings

The main civils works will commence in March 2022 and run through until the end of 2024. Once operational these two offshore wind projects will generate enough green power to supply all of the North East’s electricity needs every year.

Sofia Offshore Wind Farm and Dogger Bank C, the third phase of Dogger Bank Wind Farm are both located on Dogger Bank, more than 195 kilometres from the North East coast of England, with their export cables coming to shore in Teesside, between Redcar and Marske-by-the-Sea.

Sofia is 100% owned by RWE, and Dogger Bank Wind Farm is a joint venture between SSE Renewables, Equinor and Eni. Although they are owned by different companies, the developers are working jointly at the site of their adjacent converter stations and along the shared onshore cable route.

The projects’ offshore HVDC export cables will connect to onshore cables that will run 7 kilometres to a new converter station – one for each project – now under construction to the North East of Lazenby. Each project will have a further 2 kilometres of HVAC cables to transport power to the existing National Grid substation at Lackenby, where it will enter the national grid.

EDF Renewables Ireland Plans 50MW Clare Wind Farm

EDF Renewables Ireland is announcing plans to develop a 50MW wind farm on land to the east of Broadford in Co Clare. The proposed Lackareagh Wind Farm, which could power more than 35,000 homes*, will be located in the townlands of Killeagy and Shannaknock.

The project team is currently gathering wind data and mapping the environmental constraints on site which will be used to create a preliminary wind turbine layout. Detailed environmental studies will also be carried out at the site, including ecology, noise, landscape and visual assessments. The results of these studies, together with feedback gathered in consultation with local communities, will be used to determine the final wind farm layout and number of turbines.

EDF Renewables Ireland intends to submit a planning application and an Environmental Impact Assessment Report in support of the project, which could consist of up to seven turbines, to Clare County Council in early 2023.

Subject to planning permission, the wind farm could be constructed and operational by 2026. A Community Benefit Fund commensurate with the size of the final project will be established to provide funding for local community initiatives and activities.

Siemens Gamesa Turbines for Baltyk II & III Projects in Poland

Equinor and partner Polenergia have selected Siemens Gamesa as the preferred supplier of wind turbine generators for the MFW Baltyk II and MFW Baltyk III projects, two of the largest and most advanced offshore wind farms being developed in Poland, with a total installed capacity of 1440 MW. The signing of the preferred supplier agreement is a key milestone for the MFW Baltyk II and MFW Baltyk III projects. It is an important step towards delivering on the projects’ goal of providing offshore wind energy as a significant part of the Polish energy transformation. Under the announced deal Siemens Gamesa will deliver its flagship model SG 14-236 DD offshore wind turbine to cover the maximum combined capacity of both projects. The turbine has 14 MW nominal power and can reach up to 15 MW capacity with Power Boost.

MFW Baltyk II and MFW Baltyk III are a 50:50 joint venture between Equinor and Polenergia with a potential capacity of up to 1440 MW. Equinor is the operator of the projects through the development, construction, and operations phases.

MFW Baltyk II and MFW Baltyk III cover a combined area of approximately 240 square kilometers located between 22 km and 37 km from the coast. The water depths range from around 25 to 40 meters.

In additional to MFW Baltyk II and MFW Baltyk III, Equinor and Polenergia are jointly developing the MFW Baltyk I area, with the potential to generate up to 1560 MW. MFW Baltyk I is following a different timeline and is being matured accordingly.

This is Siemens Gamesa’s largest direct drive offshore wind turbine and it will have been running commercially for a couple of years when installed on Equinor and Polenergia’s projects. The exact number of machines remains to be determined at a later phase of the development upon completing the final turbine supply agreement and service and warranty agreements.

RWE to Operate & Maintain London Array Offshore Wind Farm

Following a competitive tender process RWE has been successful in winning the operations, service & maintenance contract at the 175 turbine, 630MW London Array Offshore Wind Farm. The wind farm is located 20km off the north Kent coast in the Outer Thames Estuary. London Array has a 630MW capacity and generates enough clean electricity to power around 500,000 British homes, while displacing around 900,000 tonnes of CO2 a year. It is maintained and operated from the Port of Ramsgate. The new services for London Array will start early 2023 and are for 10 years.

Over the past year a tender process has been conducted to explore if there was a more efficient way to deliver the range of O&M services needed at London Array. This has been conducted by London Array Limited on behalf of shareholders, RWE (30%), Orsted (25%), Caisse de dépôt et placement du Québec (CDPQ, 25%) and Masdar (20%).

RWE is a key player in the offshore wind market in the UK, with over 1.3GW (pro rata) of operational capacity with a further 6.5GW of offshore capacity under construction or development. This includes the Triton Knoll offshore wind farm currently in construction off the coast of Lincolnshire (857MW, RWE share 59%) and the Sofia offshore wind farm (1.4GW, RWE share 100%).

RWE is progressing four extension projects in the UK, with a combined potential installed capacity of around 3.1 GW (RWE’s pro rata share: 1.6 GW). Furthermore, the company successfully bid for two new adjacent offshore sites on Dogger Bank, with a potential total installed capacity of 3 GW, in The Crown Estate’s Offshore Wind Round 4 Leasing auction.

EBRD Invests in Qair’s to Support Solar & Wind Projects

The European Bank for Reconstruction and Development is investing in a EUR 43.7 million Green Bond (Euro PP) issued by Qair International, a fast-growing developer of renewable energy projects in several EBRD countries of operations. The proceeds of the issue will support the company’s corporate financing needs, in particular supplementing the funding requirements of the renewable energy projects being developed and built through its regional subsidiaries. Qair’s strong pipeline of 1GW of projects in regions where the EBRD works includes 547MW in Poland, 250MW in Greece and 107MW in Romania.

Qair has pledged to invest at least twice the EBRD’s proceeds, into greenfield solar and wind projects in EBRD countries of operation in the next 36 months.

The investment has several innovative features. Not only does it include an Equal Opportunity Action Plan, supporting women’s access to economic opportunities across all its operations, but it is one of the EBRD’s first bond investments into a renewable developer at the holding company level, supplementing traditional project financing at the asset level. There is growing demand for this type of instrument from regional and local renewables developers, especially those working on smaller projects which require more bridge capital before they can reach target leverage.

Qair, a company registered in France with a focus on Europe, has a three-decade history and an established track record in developing, financing and commissioning both solar and wind farms.

ACWA Power Breaks Ground on Wind Project in Uzbekistan

Leading Saudi developer, investor and operator of power generation, desalinated water and green hydrogen plants worldwide ACWA Power, broke ground on the 100MW Nukus wind project in Uzbekistan. The ground-breaking comes less than two months after binding project agreements were signed with the government of the Republic of Uzbekistan and JSC National Electric Grid, the off taker. With an estimated total investment of USD 108 million, the project is in the Karatau district, Karakalpakstan region, in the North-western part of the country. It is expected to reach financial close by Q3 2022.

The Uzbek government has plans to diversify the country’s energy mix and is targeting 8 GW of solar and wind capacity by 2026. The Nukus wind project marks the republic’s first open, competitive tender in the wind energy sector. ACWA Power won the bid after proposing a tariff of US 2.5695 cents/kwh, which was the lowest in a tender process that included 11 other bidders.

SBM Offshore Eying Northern Ireland Floating Offshore Wind Project

Speaking at an industry event this morning in Belfast’s Titanic Hotel, project director for the proposed 400MW North Channel Wind floating wind project Ms Niamh Kenny said if it were to go ahead, the development could be a game changer for Northern Ireland. She said “We are investigating two sites in the North Channel halfway between Northern Ireland and Scotland for a series of new generation floating wind turbines. The two sites would generate a combined 400MW, representing 13% of Northern Ireland’s energy needs.”

The two potential windfarms could be sited in areas between 12km and 27km from the coasts of counties Antrim and Down. The power from these would be cabled to shore connecting to the grid at a location currently under consideration.

SBM Offshore’s floating technologies are particularly well suited to the Irish Sea for their significantly reduced environmental impact during installation and operation when compared to conventional turbines whose foundations are on the seabed.

Petrofac Signs Floating Offshore Wind MoU with Seawind Ocean

Leading international service provider to the energy industry Petrofac has signed a Memorandum of Understanding with Seawind Ocean Technology, an engineering and technology company which has developed a unique floating offshore wind energy system. Through the MOU, Petrofac will initially support design verification of the system and, thereafter, is positioned to provide project management & EPCM services in connection with Seawind’s first 6.2MW floating offshore wind turbine demonstrator, due for deployment in European waters by the first quarter of 2024.

Netherlands-based Seawind has developed proprietary two-bladed floating wind turbines integrated with a unique concrete floating structure suitable for installation in all seas, including cyclonic regions and ultra-deep waters.

The two companies will work together to combine Seawind’s floating offshore wind expertise and Petrofac’s world-class engineering, procurement, and construction and energy project delivery track record. Under the terms of the agreement, they will collaborate on the delivery of early floating offshore wind plant concessions, initially in the Mediterranean Sea and subsequently in other European and global locations, as well as work towards the electrification of other offshore energy assets.

RWE Pioneers Offshore Wind at Scroby Sands

RWE, in partnership with Commercial Rib Charters, is driving an offshore wind revolution, with the innovative design and build of a world-first amphibious vessel for reaching offshore wind farms in shallow waters. The unique crew transfer vessel has initially been designed to reach turbines at Scroby Sands, which have become stranded by the natural rising tide of the sandbank on which it is built. The fully seaworthy vessel, which can also drive on land, provides a unique access solution for some of the industry’s first-generation assets affected by very dynamic seabed conditions.

RWE is one of the world leaders in the design, build and operation of offshore windfarms, and has pioneered the development of the technology in the UK from its beginnings, 20 years ago. The energy leader counts innovation as core to the evolution of the energy transition, and continues to drive innovation across its renewables fleet - from recyclable turbine blades, new monopile driving techniques and airborne wind initiatives, to the development of green hydrogen, battery storage and solar power.

RWE’s 60 megawatts Scroby Sands Offshore Wind Farm was one of the first of a group of projects to be built in the UK, and all in coastal locations with relatively shallow waters close to shore. Scroby Sands was built on a prehistoric sandbank and, because of natural changes in the marine environment and coastal erosion, this has risen over time effectively isolating four turbines from being accessed by service vessels.

The bespoke solution was jointly developed in record time between RWE’s Operations team, its Technical Innovation team and its vessel provider Commercial Rib Charter, which contracted naval architects Chartwell Marine to carry out the design to the specifications requested. The vessel is now in construction and is being built by Isle of Wight based boat builders Diverse Marine; it will be operated for RWE by CRC, via a six-year contract.

GreenIT Acquires 110 MW Wind Projects in Italy

First investment announced for GreenIT, the joint venture created by Eni gas e luce Plenitude and CDP Equity to tackle renewable energy generation. GreenIT has acquired the entire portfolio of Fortore Energia Group, consisting of four onshore wind farms operating in Italy with a total capacity of 110 MW. The transaction involves 55 wind turbines located in Puglia, in an area with high wind speed and among the most interesting repowering scenarios in the Italian market.

Those wind farms have an average operating time of over 2,000 equivalent hours, with a production of over 230 GWh/year. Altogether, they will prevent emissions of around 100,000 tonnes/year of CO2. The remaining incentivised life of the plants, which came into operation between 2008 and 2013, is 5 years. Subsequently, all preparatory activities for repowering will be launched, with the aim of increasing installed capacity and productivity, while also taking advantage of technological improvements to make better use of the local area.

The transaction is part of GreenIT's mission, the joint venture between Eni gas e luce - Plenitude and Cdp Equity, created to support the country's energy transition in line with the objectives of the 2030 National Integrated Energy and Climate Plan. The joint venture intends to develop and build greenfield plants by developing the real estate assets belonging to the CDP Group and the Public Administration.

Vestas Secures 21 MW Order from Enefit Green in Estonia

Vestas has received a 21 MW order from Enefit Green AS’s subsidiary, Enefit Wind Purtse, for the Purtse wind project in Estonia, which represents Vestas’ market entry into Estonia. The order also marks Vestas’ first collaboration with Enefit Green. The order includes the supply and installation of five V136-4.2 MW turbines installed at a hub height of 82m. Vestas will also service the turbines under a 30-year Active Output Management 5000 service agreement.

Deliveries at the Purtse wind project are expected to begin in the first quarter of 2023, while commissioning is planned for the first half of 2023.

Enefit Green acquired the development project for Purtse Wind Farm from Raunistal in March 2021 and made the final investment decision to start construction in January 2022.

Eni Inaugurates Second Wind Farm in Kazakhstan

Eni, through its local renewable subsidiary Arm Wind LLP, has inaugurated the Badamsha 2 Wind Farm located in the Aktobe Region in Kazakhstan. adamsha 2 Wind Farm was awarded to Eni following an auction managed by the Kazakh Ministry of Energy and entered commercial operation in September 2021, around 12 months after starting construction. Badamsha 2 Wind Farm is Eni’s second wind project in the Aktobe Region, doubling the installed capacity of Badamsha 1 48 MW Wind Farm that was commissioned in early 2020 and is now in full operation.

To date the wind turbines of Badamsha 2 are the largest installed in Kazakhstan, both in terms of size (rotor diameter 158 meters, hub 101 meters) and power (4.8 MW each) and are expected to deliver an annual energy generation up to 200 GWh, which is equivalent to the energy consumption of around 37,000 households, and an overall CO2 saving of 173,000 tons per year. Badamsha 2 Wind Farm has also promoted job creation locally, with a peak of 300 people working on the construction site this year.

Following a separate auction in late 2019, Eni was also awarded a 50 MW photovoltaic project in the Turkestan Region, which is currently under construction.

RWE & National Grid Consolidate Partnership UK Wind Power

Following the success of their joint bid in the New York Bight offshore lease auction last month, RWE Renewables, one of the globally leading companies in offshore wind, and National Grid, one of the largest energy companies pivotal to the energy systems in the UK and the north-eastern United States, today announced the official name of their joint venture, Community Offshore Wind, to reflect the benefits it will bring to local communities, with the tagline, Local clean energy for all.

In the NY Bight auction the joint venture secured area OCS-A 0539 with a winning bid of USD 1.1 billion. The awarded seabed has the potential to host 3 gigawatts of capacity, enough to power 1.1 million US homes. The project is expected to be in operation toward the end of the decade.

RWE and National Grid share a common goal of enabling the clean energy future and offshore wind will be critical for the US, particularly in the Northeast, to reduce carbon emissions and meet climate goals, such as New York state’s target of bringing 9,000 MW of offshore wind online by 2035 and New Jersey’s target of delivering 7,500 MWs of offshore wind by 2035. Importantly, the region’s clean energy goals will also deliver significant new jobs and private investment to support the growth of the region’s economy.

GWEC Highlights Floating Offshore Wind’s Role in Decarbonisation

The Global Wind Energy Council has published Floating Offshore Wind – a Global Opportunity, a report setting out the clear opportunity floating offshore wind presents for countries across the globe. The report sets out the enormous role floating offshore wind could have in the world’s drive, over the next decade, to reduce reliance on fossil fuels such as gas, coal and oil. The technology is central to global ambitions to reach Net Zero by 2050.

The report focuses on five countries – Ireland, Italy, Morocco, Philippines and USA – which all have significant floating wind potential. These five countries are termed the ‘chasing pack’, and together with the most mature floating markets – UK, South Korea, France and Japan – could spearhead the next wave of floating wind. The global race to develop this technology is already underway, and these countries can catch up to the current market leaders, if they put in place the right policy now.

The report, from research and analytics company Aegir Insights, shows the critical role of political leadership in kick-starting floating offshore wind markets. The market is nascent, but could be huge: 80% of the world’s offshore wind resource potential lies in waters deeper than 60m.

For many countries, the technical potential for floating offshore wind dwarfs that of fixed-bottom turbines. If offshore wind is to ramp up its contribution to net zero, rapid deployment of floating wind farms will be needed. This requires political leadership and support to make a reality.

EBRD Funding New Polish Wind Farm at Zelechowo

The European Bank for Reconstruction and Development is lending PLN 144 million EUR 30 million) to support the development, construction and operation of a new 56MW wind farm at Zelechowo in Poland. The project will be co-financed with a commercial lender, mBank SA. The 16-turbine wind farm is expected to save 95,000 tonnes of carbon dioxide emissions a year.

The borrower is indirectly owned by Energix Renewables Energy Ltd, a leading Israeli independent power producer focussing on onshore wind and solar PV in Israel, Poland and the USA with an existing relationship with the EBRD. Having entered the Polish market in 2012, it is expected to reach 300 MW installed capacity in Poland by the end of 2022.

ScottishPower & Shell Offshore Wind Supply Chain Funds

Successful ScotWind partners, ScottishPower and Shell, are set to invest a total of GBP 75 million to help the supply chain and businesses support the growth of the offshore wind industry in Scotland. ScottishPower and Shell were awarded the seabed rights to develop two new floating wind projects through Crown Estate Scotland’s ScotWind Leasing at the start of the year. In addition, ScottishPower was awarded the seabed rights for a fixed foundation project off the coast of Islay MachairWind 2GW.

Each of the floating projects will benefit from a GBP 25 million supply chain stimulus fund from ScottishPower and Shell, with a GBP 25 million fund linked to MachairWind provided by ScottishPower alone.

Collectively, the projects have the potential to create enough clean energy to power almost 8.5 million homes – more than three times the number of homes in Scotland.

Vattenfall to Dismantle Irene Vorrink Wind Farm after 25 Years

The 28 wind turbines of the Irene Vorrink Wind Farm, named after the Dutch politician Irene Vorrink, who passed away in 1996, are now in the water along the IJsselmeerdijk north of Lelystad. Construction of much larger wind turbines so close to the dike is no longer permitted for reasons of dike safety. It is therefore not possible to rebuild the turbines in the same location. In place of the current 28 wind turbines with a total capacity of 16.8 MW, Vattenfall and SwifterwinT will erect two rows of 12 wind turbines with a total capacity of 132 MW, located 500 and 1500 metres further into the IJsselmeer. Of these turbines, 14 will be owned by Vattenfall and 10 by SwifterwinT.

The wind turbines built at the end of last century have a shorter service life than the current generation of wind turbines.

The turbines from the Irene Vorrink Wind Farm are too small and too old to be reused at another location, so all parts of the turbines will be recycled where possible.

Ministers Rob Jetten (Klimaat en Energie, D66) en Mark Harbers (Infrastructuur en Waterstaat, VVD) hopen het besluit vrijdag in de ministerraad af te hameren. Er komen voor 10 gigawatt aan offshore parken bij. Dat komt neer op 750 tot 800 enorme windturbines van een kleine 300 meter hoogte. Iedere gigawatt vermogen extra levert evenveel stroom op als een miljoen huishoudens verbruiken.

Deze giga-uitbreiding zal worden gebruikt om de Nederlandse industrie te helpen te vergroenen. Dit is hard nodig om de klimaatdoelen in 2030 en daarna te halen. Hans Timmers, voorzitter van de Nederlandse WindEnergie Associatie (NWEA), die van het kabinetsplan op de hoogte is: ,,Alleen om de Hoogovens van Tata Steel in IJmuiden groen te kunnen laten draaien is al 6 tot 7 gigawatt opgesteld vermogen nodig. Als de industrie dat niet zou doen, heeft de aanleg van al die parken totaal geen zin.’’

Nederland heeft nu windparken op zee bij IJmuiden en Egmond aan Zee en parken in aanbouw voor onder meer de Zeeuwse kust. Aangescherpte Europese klimaatdoelen zorgen er echter voor dat er véél méér windstroom nodig is dan de 11 gigawatt die in het Energieakkoord en Klimaatakkoord zijn overeengekomen. Vandaar dat de coalitie het totale vermogen uit wind op zee nu wil verdubbelen.

Het uitbreiden van de stroom uit wind op zee vergt miljarden. Dat geld is niet bedoeld voor het realiseren van de windparken zelf. De twee meest recente windparken zijn zonder subsidie aanbesteed. Maar voor het aanleggen van de stroomverbinding naar het vaste land - simpel gezegd: het stopcontact - is wél subsidie nodig.

Meer nog is het geld nodig om ervoor te zorgen dat alle extra windenergie op zee kan worden omgezet naar het schone waterstof. Op die manier kan de energie namelijk worden opgeslagen. De Nederlandse industrie in onder meer de Botlek en het Noordzeekanaalgebied kan daar dan op gaan draaien in plaats van op fossiel aardgas. De nieuwe windparken komen op tientallen km’s uit de kust van Zuid- en Noord-Holland te liggen en ver boven de Waddeneilanden.

Groene waterstof
Het benodigde geld komt voor een belangrijk deel uit het Klimaatfonds waar coalitiepartijen VVD, D66, CDA en ChristenUnie in het regeerakkoord 35 miljard euro voor hebben vrijgemaakt. In 2050 moet Nederland klimaatneutraal zijn. ,,De hele industrie verduurzamen vraagt tientallen miljarden euro’s”, weet NWEA-voorzitter Timmers. Installaties die ammoniak of methanol produceren moeten worden omgebouwd zodat ze in plaats van op fossiel gas op groene waterstof kunnen draaien.

De NWEA, waarin bedrijven als Van Oord en Heerema, turbinebouwer Vestas, Eneco en Rabobank zitten, heeft overigens nog wel een waarschuwing. Zeker met de huidige Oekraïne-oorlog dient het kabinet de aanleg van nieuwe windparken aantrekkelijk te maken.

Afgelopen najaar maakte de overheid bekend dat ontwikkelaars van offshore windparken bij de volgende tender geld moeten gaan bieden. Dat ziet de branche echter niet zitten. ,,Er bestaat tegenwoordig de indruk dat wij willen betalen om parken te bouwen. Dat is een gevaarlijke gedachte, zeker bij de grote langjarige investeringen die aangegaan worden.”

Timmers wijst op het wereldwijde tekort aan materialen, werknemers en schepen, waarmee ontwikkelaars kampen. ,,Vanwege Oekraïne gaat ieder land op zijn eigen energievoorziening zitten. Als Nederland niet uitkijkt dan varen de schepen van bedrijven als Van Oord en Heerema ergens anders heen om windparken aan te leggen.”

Uiterlijk 1 april moet het geregeld zijn

Minister voor Klimaat en Energie Rob Jetten laat, via zijn woordvoerder, weten dat hij niet kan ingaan op de verdubbeling van het aantal windparken op zee, noch op de productie van waterstof. Vóór 1 april moet besluitvorming daarover plaatsvinden, want dan dient Nederland het Nationaal Water Programma 2022-2027 naar Brussel te sturen. Hierin staat onder meer hoe Nederland de ruimte in de Noordzee wil benutten en waar ruimte is voor visserij, windparken, natuur en scheepvaart.

Prototype
De overheid dient daarom de juiste randvoorwaarden te scheppen voor wind op zee, stelt de NWEA. ,,Het veilen van windparken is echt uit den boze, ook vanuit internationaal concurrentieperspectief,” claimt Timmers.

Het verdubbelen van de hoeveelheid windenergie betekent in praktijk dat diverse nieuwe parken nodig zijn. De huidige generatie windmolens op zee is goed voor 10 megawatt per turbine. Op de Nederlandse Noordzee betekent dit met de huidige stand van de techniek circa duizend extra windmolens.

Turbines leveren echter steeds meer vermogen. De Deense windmolen-fabrikant Vestas heeft al een 15 MW molen in ontwikkeling, waarvan later dit jaar een prototype zal worden neergezet in het eigen testcentrum op Jutland. Naar verwachting worden molens van 12 tot 15 MW de norm. Nu de nieuwe Nederlandse offshore windparken pas vanaf enkele jaren daadwerkelijk gerealiseerd kunnen worden, zullen in praktijk 750 tot 800 molens nodig zijn.
